| 10 | 10 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Section 49-g, Article III, Texas Constitution, |
|---|
| 12 | 12 | | is amended by adding Subsection (p) to read as follows: |
|---|
| 13 | 13 | | (p) Not later than the 30th day after the effective date of |
|---|
| 14 | 14 | | this provision, the comptroller shall transfer $400 million from |
|---|
| 15 | 15 | | the economic stabilization fund to the permanent fund supporting |
|---|
| 16 | 16 | | military and veterans exemptions. The transferred amount shall be |
|---|
| 17 | 17 | | held in the permanent fund supporting military and veterans |
|---|
| 18 | 18 | | exemptions and any interest or other earnings attributable to that |
|---|
| 19 | 19 | | amount shall be credited to the permanent fund supporting military |
|---|
| 20 | 20 | | and veterans exemptions as amounts available to be appropriated to |
|---|
| 21 | 21 | | offset the cost to public institutions of higher education of |
|---|
| 22 | 22 | | providing tuition and fee exemptions to children of veterans as |
|---|
| 23 | 23 | | provided by general law. |

| 24 | 24 | | SECTION 2. This proposed constitutional amendment shall be |
|---|
| 25 | 25 | | submitted to the voters at an election to be held November 7, 2017. |
|---|
| 26 | 26 | | The ballot shall be printed to permit voting for or against the |
|---|
| 27 | 27 | | proposition: "The constitutional amendment providing for the |
|---|
| 28 | 28 | | transfer of $400 million from the economic stabilization fund to |
|---|
| 29 | 29 | | the permanent fund supporting military and veterans exemptions to |
|---|
| 30 | 30 | | fund tuition and fee exemptions for children of veterans." |
