11 SENATE RESOLUTION NO. 112
22 WHEREAS, Proud residents of Midland and Odessa are gathering
33 in Austin on February 7, 2017, to celebrate Midland-Odessa Day at
44 the State Capitol; and
55 WHEREAS, Set only 20 miles apart in the ranching and oil
66 country of West Texas, these vibrant Texas cities got their start
77 as stops on the Texas and Pacific Railway in the 1880s; by 1890,
88 Midland was one of the most important centers for shipping cattle
99 in Texas; and
1010 WHEREAS, Odessa began its rapid growth with the discovery
1111 of oil in the Permian Basin in the 1920s, and by the 1940s, it had
1212 grown from 750 residents to 10,000; by 1929, Midland was home to
1313 36 oil companies, and the demand for oil during World War II
1414 helped Odessa to develop as a major processor and distributor of
1515 petroleum products and to become home to the largest inland
1616 petrochemical complex in the world; and
1717 WHEREAS, Today, Midland continues to be the financial and
1818 administrative capital of the Permian Basin, while Odessa remains
1919 the center for the region's oil processing and distribution;
2020 looking to the future, the Midland Development Corporation and the
2121 Odessa Development Corporation are working to strengthen and
2222 diversify the area's economy; and
2323 WHEREAS, Both Midland and Odessa are proud that the Bush
2424 presidential families and former Florida Governor Jeb Bush
2525 called Midland and Odessa home; and
2626 WHEREAS, Odessa and Midland boast many fine historical and
2727 cultural attractions; in Odessa, the Presidential Archives and
2828 Leadership Library is the only museum in the nation dedicated to
2929 the history of the office of the presidency; located right next
3030 door is the Ellen Noël Art Museum, one of only two Smithsonian
3131 affiliates in Texas; the museum features world class exhibits
3232 year round; the Parker House Museum evokes the life of a
3333 prominent Texas ranching family, and the White-Pool House is the
3434 first residential home in Odessa and proudly displays items from
3535 both the White and Pool families; visitors and residents alike
3636 enjoy the live productions at the replica of Shakespeare's Globe
3737 Theatre on the campus of Odessa College and the Stonehenge
3838 replica on The University of Texas of the Permian Basin campus;
3939 also located in Odessa and enjoyed by more than 10,000 visitors
4040 every year is the nation's second-largest meteor crater and the
4141 adjoining museum; Odessa's newest attraction is the Chris Kyle
4242 Memorial Plaza, which honors the former Navy Seal, who was born
4343 in Odessa, and which pays tribute to the past, current, and
4444 future veterans who serve our country so unselfishly; located
4545 between Midland and Odessa is the Wagner Noël Performing Arts
4646 Center, a state-of-the-art theater boasting 1,800 seats in the
4747 main theater and 200 seats in the recital hall; the theater hosts
4848 a variety of shows and performances guaranteed to attract all
4949 types of audiences; and
5050 WHEREAS, Midland's Museum of the Southwest offers displays
5151 of the art and archaeology of the American Southwest, as well as
5252 the winning Kentucky Derby history of one of Midland's prominent
5353 families, and the newly remodeled interactive exhibits in the
5454 Permian Basin Petroleum Museum present the geology and history of
5555 oil while inspiring future industry players; the Midland Army
5656 Airfield Museum preserves the history of the largest bombardier
5757 training school in World War II history and highlights the impact
5858 of West Texans during the war, and the Haley Library and History
5959 Center houses the first bell to hang in the Alamo and vast
6060 resources of oral and written history of the "cowboy" used by
6161 authors and historians to tell their tales; the Midland Festival
6262 Ballet, the Midland-Odessa Symphony and Chorale, and the
6363 award-winning Midland Community Theatre offer live performances
6464 that inspire and entertain; and
6565 WHEREAS, For more than a century, the dynamic cities of
6666 Midland and Odessa have been at the economic and cultural hub of
6767 West Texas, and their citizens continue to celebrate their rich
6868 history as they work hard to build a prosperous future; now,
6969 therefore, be it
7070 RESOLVED, That the Senate of the State of Texas, 85th
7171 Legislature, hereby recognize February 7, 2017, as Midland-Odessa
7272 Day at the State Capitol and extend to the visiting delegation best
7373 wishes for a memorable and meaningful stay in Austin.
