1	1	SENATE RESOLUTION NO. 122
2	2	WHEREAS, A distinguished delegation from South Texas is
3	3	visiting Austin on February 7, 2017, to celebrate Rio Grande
4	4	Valley Day at the State Capitol; and
5	5	WHEREAS, Enjoying a strategic location on the Gulf of
6	6	Mexico and along the Mexican border, the Rio Grande Valley was an
7	7	important ranching region when Texas became the nation's 28th
8	8	state in 1845; over time, the economy shifted from ranching to
9	9	agriculture, and the Valley became the state's center of citrus
10	10	and vegetable production; and
11	11	WHEREAS, In the 1960s, industry flourished and international
12	12	trade became increasingly prominent; the region has contributed
13	13	significantly to the tremendous increase in commerce across the
14	14	United States-Mexico border, with more than 800,000 trucks, 11.5
15	15	million cars, and 5.8 million pedestrians crossing Rio Grande
16	16	Valley ports of entry and averaging more than $1.3 billion in goods
17	17	and services per day; the Rio Grande Valley is an economic
18	18	powerhouse for the State of Texas; and
19	19	WHEREAS, The Valley has over 1.5 million residents, and
20	20	local and state officials have focused on the need to expand
21	21	access to higher education, strengthen the workforce, and
22	22	introduce programs, such as SpaceX, which partnered with The
23	23	University of Texas Rio Grande Valley to create STARGATE and
24	24	enables students to be involved in all aspects of space missions;
25	25	The University of Texas Rio Grande Valley Medical School enrolled
26	26	its first class of 55 medical students in July of 2016; and
27	27	WHEREAS, The Texas A&M University System officially broke
28	28	ground to expand in McAllen with a campus that will be linked to
29	29	the campus in College Station and will offer programs in
30	30	engineering, technology, biomedical sciences, agriculture, and
31	31	the laboratory sciences; and
32	32	WHEREAS, The focus for today's special legislative event is
33	33	workforce development, transportation and border infrastructure,
34	34	The University of Texas Rio Grande Valley Medical School funding,
35	35	the Texas A&M University's Healthy South Texas initiative, and the
36	36	Rio Grande Valley border image; major sponsors include The
37	37	University of Texas Rio Grande Valley, Texas A&M University, South
38	38	Texas College, The University of Texas Rio Grande Valley
39	39	Foundation, the City of McAllen, the City of Edinburg, the City of
40	40	Weslaco, the Port of Brownsville, the Rio Grande Valley
41	41	Partnership, the McAllen Convention and Visitors Bureau, the
42	42	Edinburg Chamber of Commerce, the Weslaco Chamber of Commerce, the
43	43	McAllen Chamber of Commerce, the Brownsville Community Improvement
44	44	Corporation, the Edinburg Economic Development Corporation, the
45	45	Mission Economic Development Corporation, the McAllen Economic
46	46	Development Corporation, the Edinburg Economic Development
47	47	Corporation, the Pharr Economic Development Corporation, the Rio
48	48	South Texas Economic Council, the McAllen-Hidalgo International
49	49	Bridge, the Anzalduas International Bridge, and the Food Bank of
50	50	the Rio Grande Valley; several private sector businesses, such
51	51	as the Warren Group Architects, BBVA Compass Bank, and IBC
52	52	Bank, are also promoting greater regional cooperation in the
53	53	21st century; and
54	54	WHEREAS, A vibrant region with a rich heritage, the Rio
55	55	Grande Valley is poised to take advantage of tremendous
56	56	opportunities for continued economic development, and it is
57	57	indeed most fitting to honor Valley residents for their
58	58	dedication to building a bright and prosperous future for the
59	59	area; now, therefore, be it
60	60	RESOLVED, That the Senate of the State of Texas, 85th
61	61	Legislature, hereby recognize February 7, 2017, as Rio Grande
62	62	Valley Day at the State Capitol and extend to all participants
63	63	sincere best wishes for a productive and enjoyable visit.
