11 SENATE RESOLUTION NO. 133
22 WHEREAS, Chicano History Week commences on February 2,
33 2017, the 169th anniversary of the signing of the Treaty of
44 Guadalupe Hidalgo; and
55 WHEREAS, A crucial document in the annals of both the
66 United States and Mexico, the 1848 treaty ended two years of war
77 between those nations; Mexico recognized the annexation of Texas
88 by the United States, accepted the Rio Grande as the state's
99 southern border, and gave up about half of its territory,
1010 including modern-day California, Arizona, New Mexico, Texas, and
1111 parts of Colorado, Nevada, and Utah, in exchange for $15
1212 million; and
1313 WHEREAS, Approximately 80,000 Mexicans lived in the ceded
1414 area at the time, and the vast majority chose to become United
1515 States citizens; although the treaty granted protection of their
1616 property and civil rights and although subsequent adjudication
1717 in Texas confirmed most of their claims, Mexican Texans in the
1818 area between the Rio Grande and the Nueces River faced mounting
1919 pressure and discrimination as the years passed and as more
2020 Anglos moved into the region; within decades, Mexican Texans
2121 owned almost no land at all; and
2222 WHEREAS, Organized efforts to combat discrimination
2323 against Latinos in Texas date to the early 1900s; in the 1960s and
2424 1970s, members of the Chicano movement joined the long struggle
2525 to win social justice for Mexican Americans; composed largely of
2626 younger Latinos, the movement focused attention on failed
2727 promises contained in the Treaty of Guadalupe Hidalgo; at the
2828 same time, this movement insisted on the value of Mexican culture
2929 and traditions and gave impetus to the inclusion of the Mexican
3030 American experience in discussions of United States history; and
3131 WHEREAS, The contributions of Mexican Americans are
3232 integral to the story of this nation, and by gaining a better
3333 understanding of Chicano history, we deepen our appreciation of
3434 the rich heritage that is shared by all Americans; now,
3535 therefore, be it
3636 RESOLVED, That the Senate of the State of Texas, 85th
3737 Legislature, hereby recognize February 2 through 8, 2017, as
3838 Chicano History Week and encourage all Texans to learn more about
3939 the important role that Chicanos have played in the saga of the
4040 Lone Star State.
