| 2 | 2 | | WHEREAS, Proud members of Phi Beta Sigma Fraternity and |

| 3 | 3 | | Zeta Phi Beta Sorority are gathering in Austin on February 7, |

| 4 | 4 | | 2017, to celebrate Blue and White Day at the State Capitol; and |
|---|
| 5 | 5 | | WHEREAS, In 1914, Phi Beta Sigma was established at Howard |
|---|
| 6 | 6 | | University, and six years later, Zeta Phi Beta was formed with the |
|---|
| 7 | 7 | | fraternity's assistance; the two organizations are constitutionally |
|---|
| 8 | 8 | | bound and enjoy a mutually supportive relationship; and |
|---|
| 9 | 9 | | WHEREAS, Phi Beta Sigma now has more than 290,000 lifetime |
|---|
| 10 | 10 | | members in the United States and beyond; over the years, the |
|---|
| 11 | 11 | | group has expanded its service mission by creating the Phi Beta |
|---|
| 12 | 12 | | Sigma National Foundation, the Phi Beta Sigma Federal Credit |
|---|
| 13 | 13 | | Union, and the Sigma Beta Club Foundation; members also sponsor |
|---|
| 14 | 14 | | international programs focusing on education, business |
|---|
| 15 | 15 | | development, and social action, and in response to former |
|---|
| 16 | 16 | | President Barack Obama's My Brother's Keeper initiative, they |
|---|
| 17 | 17 | | adopted a 10-point action plan to address issues impacting men of |
|---|
| 18 | 18 | | color; and |
|---|
| 19 | 19 | | WHEREAS, Zeta Phi Beta is dedicated to improving the human |
|---|
| 20 | 20 | | condition both at home and abroad; it was the first National |
|---|
| 21 | 21 | | Pan-Hellenic Council organization to charter a chapter in |
|---|
| 22 | 22 | | Africa, and it now has a membership of over 125,000 in hundreds of |
|---|
| 23 | 23 | | chapters around the world; since its inception, its members have |
|---|
| 24 | 24 | | worked to transform their communities through volunteerism, and |
|---|
| 25 | 25 | | they have advocated powerfully for social and civic progress; |
|---|
| 26 | 26 | | through its National Educational Foundation, the group awards |
|---|
| 27 | 27 | | scholarships, conducts community education and training programs, |
|---|
| 28 | 28 | | and supports scientific research; and |
|---|
| 29 | 29 | | WHEREAS, A joint effort of Phi Beta Sigma and Zeta Phi |
|---|
| 30 | 30 | | Beta, Blue and White Day provides an opportunity for the |
|---|
| 31 | 31 | | organizations' members to reaffirm their steadfast commitment to |
|---|
| 32 | 32 | | community service and civic engagement, and it is indeed a |
|---|
| 33 | 33 | | pleasure to recognize their contributions at this time; now, |
|---|
| 34 | 34 | | therefore, be it |

| 35 | 35 | | RESOLVED, That the Senate of the State of Texas, 85th |
|---|
| 36 | 36 | | Legislature, hereby commemorate Blue and White Day at the State |
|---|
| 37 | 37 | | Capitol and extend to the delegations from Phi Beta Sigma |

| 38 | 38 | | Fraternity and Zeta Phi Beta Sorority sincere best wishes for an |

| 39 | 39 | | enjoyable and meaningful event; and, be it further |
