2	2	WHEREAS, The Texas Senate is pleased to recognize February
3	3	22 and 23, 2017, as El Paso Days at the State Capitol; and
4	4	WHEREAS, Located in the westernmost tip of the great State
5	5	of Texas, the City of El Paso combines a modern metropolis with
6	6	the charm born of its Spanish origins; the area was named El Paso
7	7	by the Spanish conquistador Don Juan de Onate for the shallow
8	8	place in the river where the colonists crossed on their way to
9	9	Santa Fe, New Mexico; and
10	10	WHEREAS, The arrival of the railroads in 1881 ushered in an
11	11	era of prosperity, and El Paso became a flourishing frontier
12	12	community that developed into a significant industrial,
13	13	commercial, and transportation city; and
14	14	WHEREAS, Today, semitrailers, trains, and airplanes
15	15	transport manufactured goods through the border cities at the
16	16	Pass, just as Spanish traders did in the 16th century when they
17	17	guided ox-drawn carts along the Camino Real from Mexico City to
18	18	Santa Fe; and
19	19	WHEREAS, With a population of three-quarters of a million
20	20	people, El Paso is the state's sixth-largest city and the
21	21	nation's 19th largest; the largest American city on the
22	22	2,000-mile United States-Mexico border, it lies north of and
23	23	across the Rio Grande from Ciudad Juarez, Mexico's fifth-largest
24	24	city, which has a population of over a million people; and
25	25	WHEREAS, Nearby Fort Bliss has recently undergone the
26	26	biggest transformation in its 169-year history; there has been a
27	27	300-percent increase in its population since 2005 and an
28	28	investment of $6 billion in construction for new,
29	29	top-of-the-line facilities for the incoming personnel and their
30	30	families, including a new billion-dollar military hospital; this
31	31	installation is at the forefront of the United States Army's
32	32	transformation plan, having transitioned from a Training and
33	33	Doctrine post to a Forces Command post, making Fort Bliss the
34	34	home of the 1st Armored Division, "America's Tank Division"; and
35	35	WHEREAS, El Paso is a vibrant, bilingual community, and
36	36	many of its residents are fluent in Spanish; its residents enjoy
37	37	a thriving fine arts community, exemplary educational
38	38	institutions, and many cultural and historical resources and
39	39	museums; and
40	40	WHEREAS, El Paso Days at the State Capitol provides an
41	41	opportunity for friends and families to honor El Paso and its
42	42	rich heritage, which today is enjoyed by residents and
43	43	vacationers of all ages; now, therefore, be it
44	44	RESOLVED, That the Senate of the State of Texas, 85th
45	45	Legislature, hereby recognize February 22 and 23, 2017, as El
46	46	Paso Days at the State Capitol and join the citizens of this
47	47	historic and vibrant region in paying tribute to this wonderful
48	48	city; and, be it further
49	49	RESOLVED, That a copy of this Resolution be prepared as a
50	50	memento of this special occasion.
