1	1	SENATE RESOLUTION NO. 247
2	2	WHEREAS, The Senate of the State of Texas is pleased to
3	3	welcome the citizens of the neighboring communities of Harlingen
4	4	and San Benito who are visiting Austin on Harlingen-San Benito
5	5	Day at the Capitol, March 8, 2017; and
6	6	WHEREAS, Harlingen traces its roots to Lon C. Hill, who
7	7	proposed the town site be astride the tracks of the Saint Louis,
8	8	Brownsville, and Mexico Railway; Harlingen was then destined to
9	9	become a crossroads, and the first train passed through on July 4,
10	10	1904; and
11	11	WHEREAS, Harlingen's World War II army air field evolved into
12	12	Harlingen Air Force Base, and later, into Valley International
13	13	Airport, the region's largest airport; additionally, Harlingen's
14	14	Free Trade Bridge provides access to Mexico, and its barge port
15	15	connects to the Intracoastal Waterway; and
16	16	WHEREAS, The area's semitropical climate, natural resources,
17	17	and friendly people have long made Harlingen a destination for
18	18	travelers, including winter Texans, birders, and other outdoor
19	19	enthusiasts; attractions include the Iwo Jima Memorial, the
20	20	historic downtown district with its mural and heritage trails,
21	21	and an abundance of parks and sports facilities; Harlingen is
22	22	currently privileged to have the leadership of Mayor Christopher
23	23	H. Boswell; and
24	24	WHEREAS, The City of San Benito began to flourish due to
25	25	the efforts of such early pioneers as Colonel Sam Robertson;
26	26	through the creation of an expansive irrigation system and the
27	27	development of a significant railroad system and network, San
28	28	Benito contributed greatly to the economic rise of Cameron County
29	29	and the Rio Grande Valley; and
30	30	WHEREAS, Through the years, San Benito has been an asset to
31	31	our state and nation in multiple ways; the city's sons and
32	32	daughters have played a significant role in our country's defense
33	33	by their service in conflicts around the world; in addition, San
34	34	Benito promotes, preserves, and supports the cultural arts and
35	35	institutes that generate tourism in Texas; the city is home to
36	36	the Texas Conjunto Music Hall of Fame and Museum, the San Benito
37	37	History Museum, the Freddy Fender Museum, and the Narciso
38	38	Martinez Cultural Arts Center; San Benito currently enjoys the
39	39	leadership of Mayor Celeste Sanchez; and
40	40	WHEREAS, The residents of Harlingen and San Benito have
41	41	developed a regional health care hub that includes the Valley
42	42	Baptist Health System, the Harlingen Medical Center, and Muñiz
43	43	Rio Grande Pharmacy; and
44	44	WHEREAS, Residents of both cities have long understood the
45	45	importance of education as a key to the future and have supported
46	46	efforts to expand public and private schools; the area's assets
47	47	include Texas State Technical College and the Regional Academic
48	48	Health Center, which has been an integral part of medical
49	49	services and education in the Rio Grande Valley since 1999; and
50	50	WHEREAS, The Cities of Harlingen and San Benito are home to
51	51	more than 100,000 Texans, and residents proudly embrace the
52	52	colorful history of their communities while confidently
53	53	anticipating a prosperous future; now, therefore, be it
54	54	RESOLVED, That the Senate of the State of Texas, 85th
55	55	Legislature, hereby commend the citizens of Harlingen and San
56	56	Benito on their many contributions to the growth and prosperity
57	57	of our state and extend to them best wishes for a productive and
58	58	rewarding Harlingen-San Benito Day at the Capitol; and, be it further
59	59	RESOLVED, That a copy of this Resolution be prepared in
60	60	honor of this special occasion.
