11 SENATE RESOLUTION NO. 255
22 WHEREAS, Members of the Texas Breastfeeding Coalition are
33 visiting the State Capitol on February 22, 2017; and
44 WHEREAS, Dedicated to improving breastfeeding rates, the
55 coalition works to promote a public environment that accepts and
66 supports mothers in this healthy practice; such medical
77 authorities as the American Academy of Pediatrics, the American
88 College of Obstetricians and Gynecologists, and the United
99 States Centers for Disease Control and Prevention all strongly
1010 recommend breastfeeding, and the United States surgeon general
1111 has issued a call to action in this regard; and
1212 WHEREAS, According to the CDC, breastfeeding is one of the
1313 most effective measures a mother can take to protect the health
1414 of her infant; breastfeeding protects babies from a wide range of
1515 infections and illnesses, and breastfed babies are less likely to
1616 develop asthma; in addition, breastfeeding reduces the risk of
1717 sudden infant death syndrome, and children who are breastfed for
1818 six months are less likely to become obese; mothers who breastfeed
1919 their children also have a decreased risk of breast and ovarian
2020 cancers; and
2121 WHEREAS, Cost-benefit analyses performed by private
2222 researchers and by the federal government have found that
2323 breastfeeding reduces costs to the nation's health care system
2424 for both acute and chronic illnesses; Texas, with its high rates
2525 of obesity and diabetes, stands to benefit significantly by
2626 encouraging more mothers to breastfeed; and
2727 WHEREAS, Despite the vital advantages conferred by
2828 breastfeeding, mothers do not always receive the evidence-based,
2929 qualified clinical lactation support they need, and some current
3030 hospital practices make it more difficult to establish successful
3131 breastfeeding; moreover, although the state passed legislation
3232 in 1995 affirming the right of a mother to breastfeed her baby in
3333 any location in which the mother is authorized to be,
3434 breastfeeding mothers continue to face discrimination and often
3535 experience a lack of support at work and in public places; and
3636 WHEREAS, The Texas Breastfeeding Coalition is making a
3737 positive difference in the lives of women and children through
3838 its efforts to educate the public and to improve support for
3939 breastfeeding, and a special day to spotlight its endeavors is
4040 most fitting; now, therefore, be it
4141 RESOLVED, That the Senate of the State of Texas, 85th
4242 Legislature, hereby recognize February 22, 2017, as Texas
4343 Breastfeeding Coalition Legislative Action Day at the State
4444 Capitol and extend to all those participating sincere best
4545 wishes for the future.
