55 WHEREAS, The Senate of the State of Texas honors and
66 commemorates the life of Richard Moya, who died on
77 February 16, 2017, at the age of 84; and
88 WHEREAS, Richard Moya was a groundbreaking public servant
99 whose commitment to progress and racial equality served as an
1010 inspiration to generations of Hispanics in the City of Austin and
1111 throughout Travis County; and
1212 WHEREAS, Richard Moya was born on August 14, 1932, to Pete and
1313 Bertha Moya; he grew up in East Austin and attended Metz Elementary
1414 School, Allan Junior High School, and Austin High School; he served
1515 in the United States Army during the Korean War; and
1616 WHEREAS, He and his beloved wife, Gertrude, enjoyed 65
1717 years of marriage together; they were blessed with a son, the
1818 late Danny Moya, and a daughter, Lori Moya, and with three
1919 grandchildren and four great-grandchildren, all of whom were a
2020 source of much pride and joy for him; and
2121 WHEREAS, Mr. Moya worked in the printing business as a
2222 union pressman, and in 1970, he became the first Hispanic to be
2323 elected to public office in Travis County; he served the citizens
2424 of Precinct 4 with distinction for 16 years as a member of the
2525 Travis County Commissioners Court; and
2626 WHEREAS, His election campaign drew on the support of a
2727 coalition of Mexican American organizations and of a group of
2828 striking furniture workers, whose struggle for fair pay and
2929 workers' rights had galvanized the East Austin community; and
3030 WHEREAS, Over the course of his service on the
3131 commissioners court, Mr. Moya worked tirelessly to reform the
3232 county's welfare and hiring policies; he advocated adding a child
3333 abuse unit to the district attorney's office and played an
3434 important role in improving emergency services, mental health
3535 services, and road maintenance for the county; and
3636 WHEREAS, He was a prominent figure in an alliance of
3737 Hispanic community leaders and elected officials that included
3838 Austin mayor Gus Garcia, state senator Gonzalo Barrientos, and
3939 Austin City Council member John TreviƱo; he went on to serve as a
4040 deputy chief of staff to Governor Ann Richards, and afterwards,
4141 he pursued a number of business ventures; and
4242 WHEREAS, Throughout his time in public service, he was
4343 known for his accessibility to voters, his willingness to
4444 compromise, his charismatic personality, and his great humor in
4545 the face of racial discrimination and animosity; and
4646 WHEREAS, A man of courage and strength who touched the
4747 lives of many, he gave unselfishly to others, and his wisdom, his
4848 generous spirit, and his enthusiasm for living each day to the
4949 fullest will not be forgotten; and
5050 WHEREAS, He was a devoted husband, father, and grandfather,
5151 and he leaves behind memories that will be treasured forever by his
5252 family and countless friends; now, therefore, be it
5353 RESOLVED, That the Senate of the State of Texas, 85th
5454 Legislature, hereby extend sincere condolences to the bereaved
5555 family of Richard Moya; and, be it further
5656 RESOLVED, That a copy of this Resolution be prepared for
5757 his family as an expression of deepest sympathy from the Texas
5858 Senate and that when the Senate adjourns this day, it do so in
5959 memory of Richard Moya.
