                    SENATE RESOLUTION NO. 290
 WHEREAS, The Senate of the State of Texas is pleased to
 recognize the 80th annual Charro Days Fiesta, which is taking
 place February 19 through 26, 2017; and
 WHEREAS, The Charro Days Fiesta began in 1938 as an
 endeavor by Brownsville business leaders to raise the spirits of
 community members during the distressing times of the Great
 Depression; and
 WHEREAS, Since the first celebration, the binational
 festival has honored the spirit of the charros, the Mexican
 cowboys who are considered heroes of the borderlands, and
 festival-goers often dress in the cowboys' traditional costumes;
 the early years of festivities also included horse-drawn parade
 floats, elegant costume balls, street parties, and fireworks
 launched with the traditional joyful yell, or grito; and
 WHEREAS, The City of Matamoros has played an integral role
 in the success of the Charro Days Fiesta; in years past,
 international bridges were opened during the festival so that
 friends and family from across the border were able to share in
 the celebration; today, the sister cities host the Hands Across
 the Bridge ceremony, when the mayors of Matamoros and Brownsville
 meet to officially open the week of festivities; and
 WHEREAS, The Charro Days Fiesta has honored bicultural
 traditions and brought communities together in the spirit of
 camaraderie, and the 80th commemoration of this event is indeed
 cause for celebration; now, therefore, be it
 RESOLVED, That the Senate of the State of Texas, 85th
 Legislature, hereby commend all who have helped the Charro Days
 Fiesta succeed over the years and extend to them best wishes for a
 joyous 2017 Charro Days Fiesta; and, be it further
 RESOLVED, That a copy of this Resolution be prepared as a
 memento of this very special event.
