11 SENATE RESOLUTION NO. 318
22 WHEREAS, Distinguished representatives of the Texas Tech
33 University System are gathering at the State Capitol on March 1,
44 2017, to celebrate the system's vital role in the Lone Star
55 State; and
66 WHEREAS, The system, governed by a nine-member board of
77 regents and Chancellor Robert L. Duncan, consists of Texas Tech
88 University, Texas Tech University Health Sciences Center, Angelo
99 State University, and Texas Tech University Health Sciences Center
1010 at El Paso; the system is a $2 billion enterprise currently
1111 educating more than 51,000 students, conducting approximately $225
1212 million in research expenditures annually, and counting nearly
1313 325,000 alumni; the system also has an endowment of over $1 billion
1414 and some 20,000 faculty and staff who are focused on advancing
1515 higher education, health care, research, and outreach across the
1616 state; and
1717 WHEREAS, Each component of the system provides innovative
1818 educational and research opportunities; Texas Tech University is
1919 a major comprehensive research university led by President
2020 Lawrence Schovanec; by enrolling more than 36,000 students in 10
2121 colleges and two schools, Texas Tech University has set a new
2222 fall enrollment record for the past eight years, an enrollment
2323 increase of 23 percent since 2007; with the goal of being one of
2424 the nation's premier research institutions, the university
2525 increased its total research expenditures to $166 million in
2626 2016, which was up more than 20 percent since 2012; additionally,
2727 the Carnegie Classification of Institutions of Higher Education
2828 listed Texas Tech University in its Highest Research Activity
2929 category, elevating the university as one of 115 Tier One
3030 research institutions in the nation; and
3131 WHEREAS, Texas Tech University Health Sciences Center is
3232 composed of five schools in various health care disciplines,
3333 including medicine, nursing, pharmacy, health professions, and
3434 biomedical sciences, and the center has trained more than 24,000
3535 health care professionals; overseen by Dr. Tedd L. Mitchell,
3636 Texas Tech University Health Sciences Center enrolls more than
3737 4,600 students and has dedicated more than $260 million in
3838 research expenditures in the past five years, with significant
3939 studies in such areas as aging, cancer, reproduction, and genetic
4040 diseases; the university also graduates more health care
4141 professionals than any other health-related institution in Texas
4242 and meets the health care needs of more than 2.7 million people
4343 who live throughout a vast 108-county area; and
4444 WHEREAS, Joining the system in 2007, Angelo State
4545 University enrolls more than 9,600 students in six colleges and
4646 is directed by President Brian J. May; designated as a Hispanic
4747 Serving Institution, Angelo State University was the first
4848 university in the state to offer a degree in computer science and
4949 has been named to The Princeton Review's Best Colleges list for
5050 the past eight consecutive years; what is unique to Angelo State
5151 University is its Carr Scholarship program, which is funded by
5252 one of the largest endowments at a regional university in the
5353 United States, thus making scholarships possible for one of every
5454 three of its students; and
5555 WHEREAS, Texas Tech University Health Sciences Center at
5656 El Paso became a stand-alone health science center in 2013,
5757 making it the fourth and newest member of the Texas Tech
5858 University System; Texas Tech University Health Sciences Center
5959 at El Paso is composed of the Paul L. Foster School of Medicine,
6060 the Gayle Greve Hunt School of Nursing, and the Graduate School
6161 of Biomedical Sciences; headed by Dr. Richard Lange, the center
6262 has enrolled more than 600 students, is home to the first medical
6363 school on the nation's southern border, and conducts important
6464 research focused on cancer, diabetes and obesity, infectious
6565 diseases, and the neurosciences; and
6666 WHEREAS, Through its missions, the Texas Tech University
6767 System and its four component institutions continue to better the
6868 higher education and health care landscapes, and in so doing, the
6969 system has contributed to the remarkable achievements of the
7070 state as a whole; now, therefore, be it
7171 RESOLVED, That the Senate of the State of Texas, 85th
7272 Legislature, hereby recognize March 1, 2017, as Texas Tech
7373 University System Day at the State Capitol and extend a warm
7474 welcome to all those from the system who are visiting here today.
