2	2	WHEREAS, Distinguished representatives of the Texas Tech
3	3	University System are gathering at the State Capitol on March 1,
4	4	2017, to celebrate the system's vital role in the Lone Star
5	5	State; and
6	6	WHEREAS, The system, governed by a nine-member board of
7	7	regents and Chancellor Robert L. Duncan, consists of Texas Tech
8	8	University, Texas Tech University Health Sciences Center, Angelo
9	9	State University, and Texas Tech University Health Sciences Center
10	10	at El Paso; the system is a $2 billion enterprise currently
11	11	educating more than 51,000 students, conducting approximately $225
12	12	million in research expenditures annually, and counting nearly
13	13	325,000 alumni; the system also has an endowment of over $1 billion
14	14	and some 20,000 faculty and staff who are focused on advancing
15	15	higher education, health care, research, and outreach across the
16	16	state; and
17	17	WHEREAS, Each component of the system provides innovative
18	18	educational and research opportunities; Texas Tech University is
19	19	a major comprehensive research university led by President
20	20	Lawrence Schovanec; by enrolling more than 36,000 students in 10
21	21	colleges and two schools, Texas Tech University has set a new
22	22	fall enrollment record for the past eight years, an enrollment
23	23	increase of 23 percent since 2007; with the goal of being one of
24	24	the nation's premier research institutions, the university
25	25	increased its total research expenditures to $166 million in
26	26	2016, which was up more than 20 percent since 2012; additionally,
27	27	the Carnegie Classification of Institutions of Higher Education
28	28	listed Texas Tech University in its Highest Research Activity
29	29	category, elevating the university as one of 115 Tier One
30	30	research institutions in the nation; and
31	31	WHEREAS, Texas Tech University Health Sciences Center is
32	32	composed of five schools in various health care disciplines,
33	33	including medicine, nursing, pharmacy, health professions, and
34	34	biomedical sciences, and the center has trained more than 24,000
35	35	health care professionals; overseen by Dr. Tedd L. Mitchell,
36	36	Texas Tech University Health Sciences Center enrolls more than
37	37	4,600 students and has dedicated more than $260 million in
38	38	research expenditures in the past five years, with significant
39	39	studies in such areas as aging, cancer, reproduction, and genetic
40	40	diseases; the university also graduates more health care
41	41	professionals than any other health-related institution in Texas
42	42	and meets the health care needs of more than 2.7 million people
43	43	who live throughout a vast 108-county area; and
44	44	WHEREAS, Joining the system in 2007, Angelo State
45	45	University enrolls more than 9,600 students in six colleges and
46	46	is directed by President Brian J. May; designated as a Hispanic
47	47	Serving Institution, Angelo State University was the first
48	48	university in the state to offer a degree in computer science and
49	49	has been named to The Princeton Review's Best Colleges list for
50	50	the past eight consecutive years; what is unique to Angelo State
51	51	University is its Carr Scholarship program, which is funded by
52	52	one of the largest endowments at a regional university in the
53	53	United States, thus making scholarships possible for one of every
54	54	three of its students; and
55	55	WHEREAS, Texas Tech University Health Sciences Center at
56	56	El Paso became a stand-alone health science center in 2013,
57	57	making it the fourth and newest member of the Texas Tech
58	58	University System; Texas Tech University Health Sciences Center
59	59	at El Paso is composed of the Paul L. Foster School of Medicine,
60	60	the Gayle Greve Hunt School of Nursing, and the Graduate School
61	61	of Biomedical Sciences; headed by Dr. Richard Lange, the center
62	62	has enrolled more than 600 students, is home to the first medical
63	63	school on the nation's southern border, and conducts important
64	64	research focused on cancer, diabetes and obesity, infectious
65	65	diseases, and the neurosciences; and
66	66	WHEREAS, Through its missions, the Texas Tech University
67	67	System and its four component institutions continue to better the
68	68	higher education and health care landscapes, and in so doing, the
69	69	system has contributed to the remarkable achievements of the
70	70	state as a whole; now, therefore, be it
71	71	RESOLVED, That the Senate of the State of Texas, 85th
72	72	Legislature, hereby recognize March 1, 2017, as Texas Tech
73	73	University System Day at the State Capitol and extend a warm
74	74	welcome to all those from the system who are visiting here today.
