| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to honor |
|---|
| 3 | 3 | | Joe J. Bernal, a beloved former state legislator, on the grand |
|---|
| 4 | 4 | | occasion of his 90th birthday; and |
|---|
| 5 | 5 | | WHEREAS, Joe Bernal was born on March 1, 1927, in San Antonio; |
|---|
| 6 | 6 | | he earned a bachelor of arts degree in sociology from Trinity |
|---|
| 7 | 7 | | University, a master of education degree from Our Lady of the Lake |
|---|
| 8 | 8 | | College, and a doctoral degree in cultural foundations in education |
|---|
| 9 | 9 | | from The University of Texas at Austin; and |
|---|
| 10 | 10 | | WHEREAS, Dr. Bernal has dedicated his life to helping his |
|---|
| 11 | 11 | | fellow citizens and to empowering the vulnerable; he served his |
|---|
| 12 | 12 | | country as a member of the United States Army and served his |
|---|
| 13 | 13 | | community as an educator and a social worker, and in 1964, he was |
|---|
| 14 | 14 | | elected a member of the Texas House of Representatives; after one |
|---|
| 15 | 15 | | term as a representative, he was elected senator for District 26; and |
|---|
| 16 | 16 | | WHEREAS, Throughout his legislative career, Dr. Bernal |
|---|
| 17 | 17 | | advocated for the interests of the elderly, minorities, and other |
|---|
| 18 | 18 | | disadvantaged citizens; his many legislative accomplishments |
|---|
| 19 | 19 | | include establishing The University of Texas at San Antonio, |
|---|
| 20 | 20 | | creating free statewide kindergarten for certain five-year-olds, |
|---|
| 21 | 21 | | and authorizing the first minimum wage law in Texas; and |
|---|
| 22 | 22 | | WHEREAS, Dr. Bernal was elected to the State Board of |
|---|
| 23 | 23 | | Education in 1996; during his 10 years on the board, he was a member |
|---|
| 24 | 24 | | of all board committees, and he served as chairman of the Committee |
|---|
| 25 | 25 | | on Instruction; a middle school in San Antonio that opened in 2014 |
|---|
| 26 | 26 | | was named in his honor; and |
|---|
| 27 | 27 | | WHEREAS, Dr. Bernal is highly respected for his many |
|---|
| 28 | 28 | | outstanding accomplishments, and he has been recognized on numerous |
|---|
| 29 | 29 | | occasions for his tireless work as an advocate on behalf of citizens |
|---|
| 30 | 30 | | and equal educational opportunities; now, therefore, be it |
|---|
| 31 | 31 | | RESOLVED, That the Senate of the State of Texas, 85th |
|---|
| 32 | 32 | | Legislature, hereby commend Joe J. Bernal for his many |
|---|
| 33 | 33 | | contributions to the Lone Star State and extend to him best |
|---|
| 34 | 34 | | wishes on his 90th birthday; and, be it further |
|---|
| 35 | 35 | | RESOLVED, That a copy of this Resolution be prepared for |
|---|
| 36 | 36 | | him as a memento of this special day. |
