11 SENATE RESOLUTION NO. 354
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize the Texas Elementary Principals and Supervisors
44 Association on the occasion of the organization's 100th
55 anniversary; and
66 WHEREAS, The Texas Elementary Principals and Supervisors
77 Association was formed on November 30, 1917, when I. N. Odom
88 assembled the first meeting of principals at the Texas State
99 Teachers Association conference; and
1010 WHEREAS, The association, commonly known as TEPSA, was
1111 established with the mission of improving the education of Texas
1212 children and the working conditions of elementary school
1313 principals; today, the association serves 6,000 principals,
1414 assistant principals, and supervisors who direct the activities
1515 of approximately three million children enrolled in Texas
1616 elementary schools; and
1717 WHEREAS, The association has played a significant role in
1818 the evolving standards of education in Texas; in 1942, it
1919 recommended the formal set of guidelines by which to evaluate
2020 elementary schools, and in 1974, the association's recommendation
2121 that a full-time principal be employed at every elementary school
2222 was approved by the Texas Education Agency; in 2000, TEPSA members
2323 began training student council leaders and their advisors at
2424 schools throughout the state; and
2525 WHEREAS, The Texas Elementary Principals and Supervisors
2626 Association has a long and successful history of advocacy for
2727 elementary education, and it continues to have a positive impact
2828 by working with state legislators, policy makers, and other
2929 stakeholders who seek to improve the quality of childhood
3030 education in Texas; and
3131 WHEREAS, The Texas Elementary Principals and Supervisors
3232 Association has served as an independent association since 1978,
3333 and it has grown to become the largest and most respected state
3434 elementary principals association in the nation; members of the
3535 organization contribute to a proud legacy, and they have remained
3636 committed to improving student achievement levels for all Texas
3737 children; now, therefore, be it
3838 RESOLVED, That the Senate of the State of Texas, 85th
3939 Legislature, hereby commend all associated with the Texas
4040 Elementary Principals and Supervisors Association and extend to
4141 them congratulations on 100 years of success; and, be it further
4242 RESOLVED, That a copy of this Resolution be prepared for
4343 the association as a memento of this special anniversary.
