11 SENATE RESOLUTION NO. 361
22 WHEREAS, The members and sponsors of the Texas Bison
33 Student Study Group have rendered an immeasurable public service
44 through their work to promote the conservation and preservation
55 of the legendary bison herd at Caprock Canyons State Park; and
66 WHEREAS, Once found in the millions across the Great
77 Plains, the buffalo were all but exterminated by hunters in the
88 1870s and 1880s; a few, however, survived in small herds on
99 private ranches, such as the group maintained by Charles
1010 Goodnight on the JA Ranch, largely at the encouragement of his
1111 wife, Mary Ann; during the decades when the Goodnights cared for
1212 the herd, it supplied stock for conservation efforts that
1313 succeeded in saving the species; in 1996, the owners of the JA
1414 Ranch donated the descendants of the Goodnight herd to the State
1515 of Texas, which relocated them to Caprock Canyons State Park; and
1616 WHEREAS, The Texas Bison Student Study Group was organized
1717 on September 12, 2010, at Lucy Rede Franco Middle School by The
1818 STAR DAY Foundation of El Paso; this dynamic group is responsible
1919 for a number of initiatives that have raised the profile of the
2020 Caprock Canyons bison herd, fostered public appreciation for its
2121 importance, and contributed to its support; and
2222 WHEREAS, Shortly after the formation of the study group,
2323 its members campaigned for the recognition of the Caprock Canyons
2424 herd as the official State Bison Herd of Texas, an objective that
2525 was achieved in 2011 when the 82nd Texas Legislature approved HCR
2626 86; two years later, the 83rd Texas Legislature responded to
2727 further proposals by the study group and passed SCR 10 and HCR 51,
2828 designating September 12 and March 5 as Mary Ann "Molly"
2929 Goodnight Day and Charles Goodnight Day, respectively; and
3030 WHEREAS, At the urging of the study group, The STAR DAY
3131 Foundation has established the Official State Bison Herd of Texas
3232 Fund, a permanent endowment intended to assist in the maintenance
3333 and improvement of the herd at Caprock Canyons; the fund was
3434 officially launched on the first Mary Ann "Molly" Goodnight Day,
3535 in 2013, and for its role in the creation of the fund, the study
3636 group was honored by then governor Rick Perry; and
3737 WHEREAS, During the 84th legislative session, the study
3838 group sought to make the town of Quitaque, located near Caprock
3939 Canyons State Park and named for Charles Goodnight's Quitaque
4040 Ranch, the official Bison Capital of Texas, and SCR 22
4141 successfully accomplished that goal; other study group proposals
4242 have led to the inauguration of the Mary Ann "Molly" Goodnight
4343 Library and Science Center Luncheon Seminar, held annually in
4444 Quitaque and sponsored by The STAR DAY Foundation, and to the
4545 development of the Texas Bison Journal, published on The STAR DAY
4646 Foundation website; and
4747 WHEREAS, Through their many efforts to support the bison
4848 herd at Caprock Canyons State Park and to raise public awareness
4949 ofitshistoryandsignificance,membersoftheTexasBison
5050 Student Study Group have proven fervent, effective advocates for
5151 the animal justly known as the Lord of the Plains, and they and
5252 all who have supported their endeavors may indeed take pride in
5353 their outstanding service to a worthy cause; now, therefore, be it
5454 RESOLVED, That the Senate of the State of Texas, 85th
5555 Legislature, hereby recognize the Texas Bison Student Study
5656 Group for its efforts in behalf of the official State Bison Herd
5757 of Texas and extend to all those associated with the group
5858 sincere best wishes for continued success; and, be it further
5959 RESOLVED, That a copy of this Resolution be prepared for
6060 the group as an expression of high regard from the Texas Senate.
