11 SENATE RESOLUTION NO. 425
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize Richard J. Tramm, who is stepping down as president of
44 the Lone Star Groundwater Conservation District after many years
55 of exceptional service; and
66 WHEREAS, Richard Tramm began his service to the district in
77 2001 when he was appointed to serve as a director of the district
88 by the Montgomery County Commissioners Court; that same year, he
99 was elected by his fellow directors to become the district's
1010 first president; and
1111 WHEREAS, A veteran of the United States Marine Corps and a
1212 graduate of the University of Houston, Mr. Tramm has an extensive
1313 background in the drinking water and public utility fields; he
1414 holds multiple certifications from the Texas Commission on
1515 Environmental Quality and from the Texas Rural Water Association,
1616 and he has held several professional positions in water system
1717 management; and
1818 WHEREAS, Under his leadership, the Lone Star Groundwater
1919 Conservation District has consistently worked to balance the
2020 needs of large and small volume water users and to promote the
2121 long-term viability of Montgomery County's groundwater supply;
2222 he has been a consistent proponent of protecting the rights of
2323 all well owners and of using the best available science in
2424 managing the county's water supply; and
2525 WHEREAS, An exemplary executive, he is respected and
2626 admired by his colleagues, and his leadership at the Lone Star
2727 Groundwater Conservation District will be greatly missed; now,
2828 therefore, be it
2929 RESOLVED, That the Senate of the State of Texas, 85th
3030 Legislature, hereby commend Richard J. Tramm on his outstanding
3131 service and commitment to the Lone Star Groundwater Conservation
3232 District and extend to him best wishes for continued success in
3333 all his endeavors; and, be it further
3434 RESOLVED, That a copy of this Resolution be prepared for
3535 him as an expression of esteem from the Texas Senate.
