2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

3 | 3 | | recognize Richard J. Tramm, who is stepping down as president of |
---|
4 | 4 | | the Lone Star Groundwater Conservation District after many years |
---|
5 | 5 | | of exceptional service; and |
---|
6 | 6 | | WHEREAS, Richard Tramm began his service to the district in |
---|
7 | 7 | | 2001 when he was appointed to serve as a director of the district |
---|
8 | 8 | | by the Montgomery County Commissioners Court; that same year, he |
---|
9 | 9 | | was elected by his fellow directors to become the district's |
---|
10 | 10 | | first president; and |
---|
11 | 11 | | WHEREAS, A veteran of the United States Marine Corps and a |
---|
12 | 12 | | graduate of the University of Houston, Mr. Tramm has an extensive |
---|
13 | 13 | | background in the drinking water and public utility fields; he |
---|
14 | 14 | | holds multiple certifications from the Texas Commission on |
---|
15 | 15 | | Environmental Quality and from the Texas Rural Water Association, |
---|
16 | 16 | | and he has held several professional positions in water system |
---|
17 | 17 | | management; and |
---|
18 | 18 | | WHEREAS, Under his leadership, the Lone Star Groundwater |
---|
19 | 19 | | Conservation District has consistently worked to balance the |
---|
20 | 20 | | needs of large and small volume water users and to promote the |
---|
21 | 21 | | long-term viability of Montgomery County's groundwater supply; |
---|
22 | 22 | | he has been a consistent proponent of protecting the rights of |
---|
23 | 23 | | all well owners and of using the best available science in |
---|
24 | 24 | | managing the county's water supply; and |
---|
25 | 25 | | WHEREAS, An exemplary executive, he is respected and |
---|
26 | 26 | | admired by his colleagues, and his leadership at the Lone Star |
---|
27 | 27 | | Groundwater Conservation District will be greatly missed; now, |
---|
28 | 28 | | therefore, be it |
---|
29 | 29 | | RESOLVED, That the Senate of the State of Texas, 85th |
---|
30 | 30 | | Legislature, hereby commend Richard J. Tramm on his outstanding |
---|
31 | 31 | | service and commitment to the Lone Star Groundwater Conservation |
---|
32 | 32 | | District and extend to him best wishes for continued success in |
---|
33 | 33 | | all his endeavors; and, be it further |
---|
34 | 34 | | RESOLVED, That a copy of this Resolution be prepared for |

35 | 35 | | him as an expression of esteem from the Texas Senate. |
