                    SENATE RESOLUTION NO. 430
 WHEREAS, The Senate of the State of Texas is pleased to
 recognize Dr. Charles F. Pelphrey on the grand occasion of his
 100th birthday; and
 WHEREAS, Charles Pelphrey was born on April 16, 1917; he
 graduated from Austin High School in 1935 and is in the school's
 Alumni Hall of Fame; a distinguished member of the community, he
 was the first qualified pathologist in Travis County, and he is
 known for pioneering the field of pathology in the region; and
 WHEREAS, During his 70 years of service in Travis County,
 Dr. Pelphrey introduced several innovative procedures in pathology,
 including the first pap smears and breast pathological procedures
 offered in the region; he played an instrumental role in bringing
 the vital Salk Polio Vaccine to Central Texas, which helped
 eradicate polio from the county; he is also noted for establishing
 the first blood bank in the area and for creating life-saving
 methods to treat babies with blood incompatibilities; and
 WHEREAS, Dr. Pelphrey was the developer and owner of
 Clinical Pathology Laboratories, an Austin-based company that
 grew to become the largest privately owned clinical laboratory in
 the United States; and
 WHEREAS, Charles Pelphrey has been honored with a Lady Bird
 Johnson Humanitarian Award for his many accomplishments and his
 invaluable contributions to Travis County; he is revered by
 residents throughout the community, and his birthday is indeed
 cause for celebration among his many friends and loved ones; now,
 therefore, be it
 RESOLVED, That the Senate of the State of Texas, 85th
 Legislature, hereby recognize Dr. Charles F. Pelphrey as a
 treasured citizen of Texas and extend to him best wishes on his
 100th birthday; and, be it further
 RESOLVED, That a copy of this Resolution be prepared for
 him as a memento of this special day.
