| 2 | 2 | | WHEREAS, The Senate of the State of Texas is pleased to |

| 3 | 3 | | recognize Dr. Charles F. Pelphrey on the grand occasion of his |
|---|
| 4 | 4 | | 100th birthday; and |
|---|
| 5 | 5 | | WHEREAS, Charles Pelphrey was born on April 16, 1917; he |
|---|
| 6 | 6 | | graduated from Austin High School in 1935 and is in the school's |
|---|
| 7 | 7 | | Alumni Hall of Fame; a distinguished member of the community, he |
|---|
| 8 | 8 | | was the first qualified pathologist in Travis County, and he is |
|---|
| 9 | 9 | | known for pioneering the field of pathology in the region; and |
|---|
| 10 | 10 | | WHEREAS, During his 70 years of service in Travis County, |
|---|
| 11 | 11 | | Dr. Pelphrey introduced several innovative procedures in pathology, |
|---|
| 12 | 12 | | including the first pap smears and breast pathological procedures |
|---|
| 13 | 13 | | offered in the region; he played an instrumental role in bringing |
|---|
| 14 | 14 | | the vital Salk Polio Vaccine to Central Texas, which helped |
|---|
| 15 | 15 | | eradicate polio from the county; he is also noted for establishing |
|---|
| 16 | 16 | | the first blood bank in the area and for creating life-saving |
|---|
| 17 | 17 | | methods to treat babies with blood incompatibilities; and |
|---|
| 18 | 18 | | WHEREAS, Dr. Pelphrey was the developer and owner of |
|---|
| 19 | 19 | | Clinical Pathology Laboratories, an Austin-based company that |
|---|
| 20 | 20 | | grew to become the largest privately owned clinical laboratory in |
|---|
| 21 | 21 | | the United States; and |
|---|
| 22 | 22 | | WHEREAS, Charles Pelphrey has been honored with a Lady Bird |
|---|
| 23 | 23 | | Johnson Humanitarian Award for his many accomplishments and his |
|---|
| 24 | 24 | | invaluable contributions to Travis County; he is revered by |
|---|
| 25 | 25 | | residents throughout the community, and his birthday is indeed |
|---|
| 26 | 26 | | cause for celebration among his many friends and loved ones; now, |
|---|
| 27 | 27 | | therefore, be it |
|---|
| 28 | 28 | | RESOLVED, That the Senate of the State of Texas, 85th |
|---|
| 29 | 29 | | Legislature, hereby recognize Dr. Charles F. Pelphrey as a |
|---|
| 30 | 30 | | treasured citizen of Texas and extend to him best wishes on his |
|---|
| 31 | 31 | | 100th birthday; and, be it further |
|---|
| 32 | 32 | | RESOLVED, That a copy of this Resolution be prepared for |
