2 | 2 | | WHEREAS, The prosperity of Texas increasingly depends upon |

3 | 3 | | highly educated and skilled workers, and six nonprofit workforce |
---|
4 | 4 | | development groups across the state have been greatly assisted in |
---|
5 | 5 | | their efforts by the Texas Innovative Adult Career Education |
---|
6 | 6 | | Grant Fund; and |
---|
7 | 7 | | WHEREAS, Established by the Texas Legislature in 2013, the |
---|
8 | 8 | | fund provides matching monies to regional partnerships of |
---|
9 | 9 | | community organizations, employers, and community colleges, with |
---|
10 | 10 | | the goal of helping to break the link between poverty and |
---|
11 | 11 | | undereducation; and |
---|
12 | 12 | | WHEREAS, The six workforce development organizations that |
---|
13 | 13 | | have received matching funds are Project QUEST in San Antonio, |
---|
14 | 14 | | the Valley Initiative for Development and Advancement in the Rio |
---|
15 | 15 | | Grande Valley, Project ARRIBA in El Paso, Capital IDEA of Central |
---|
16 | 16 | | Texas, Skill QUEST in Dallas, and Capital IDEA Houston; more than |
---|
17 | 17 | | 12,000 Texans have embarked on new careers in health care, |
---|
18 | 18 | | technology, and the trades through education supported by those |
---|
19 | 19 | | groups; and |
---|
20 | 20 | | WHEREAS, Since 2014, thanks to the matching funds, nearly |
---|
21 | 21 | | 800 workers have started jobs in new industries at an average |
---|
22 | 22 | | hourly rate of $20.66; this year alone, the six organizations are |
---|
23 | 23 | | supporting the career education of 2,482 low-income individuals, |
---|
24 | 24 | | nearly half of whom are receiving training because of aid from |
---|
25 | 25 | | the fund; for every dollar invested, the six groups return |
---|
26 | 26 | | between $12.12 and $26.10 to the community, taxpayers, and |
---|
27 | 27 | | participants; moreover, in Central Texas, the graduates of |
---|
28 | 28 | | Capital IDEA send 70 percent of their children to college; and |
---|
29 | 29 | | WHEREAS, By augmenting the resources available to the six |
---|
30 | 30 | | participating workforce organizations, the Texas Innovative |
---|
31 | 31 | | Adult Career Education Grant Fund has improved outcomes in |
---|
32 | 32 | | developmental education, graduation rates, continuing attendance |
---|
33 | 33 | | in postsecondary institutions, and placement in high-skill |
---|
34 | 34 | | careers, and the staff and volunteers of those programs may take |
---|
35 | 35 | | great pride in helping the next generation of Texans prepare for |
---|
36 | 36 | | the challenges and opportunities of the 21st century; now, |
---|
37 | 37 | | therefore, be it |
---|
38 | 38 | | RESOLVED, That the Senate of the State of Texas, 85th |
---|
39 | 39 | | Legislature, hereby honor Project QUEST, the Valley Initiative |
---|
40 | 40 | | for Development and Advancement, Project ARRIBA, Capital IDEA of |
---|
41 | 41 | | Central Texas, Skill QUEST, and Capital IDEA Houston for their |
---|
42 | 42 | | commitment to strengthening the skills of Texas workers and for |
---|
43 | 43 | | their careful stewardship of the taxpayer dollars entrusted to |
---|
44 | 44 | | them by the Texas Innovative Adult Career Education Grant Fund; |

46 | 46 | | RESOLVED, That a copy of this Resolution be prepared for each |
