2 | 2 | | WHEREAS, Patsy Spaw, the beloved and highly regarded |

3 | 3 | | secretary of the Texas Senate, was recently honored by Executive |

4 | 4 | | Women in Texas Government and the Lyndon B. Johnson School of |

5 | 5 | | Public Affairs at The University of Texas at Austin for her years |

6 | 6 | | of outstanding leadership and her many accomplishments as a |
---|
7 | 7 | | public servant; and |

8 | 8 | | WHEREAS, Patsy Spaw was first hired by the Texas Senate in |
---|
9 | 9 | | 1969, when she joined the Engrossing and Enrolling Department as |
---|
10 | 10 | | a typist; after serving the Senate intermittently, she became the |
---|
11 | 11 | | department's assistant enrolling clerk in 1975, and in 1977, she |
---|
12 | 12 | | was officially elected to the position of engrossing and |
---|
13 | 13 | | enrolling clerk; she served with distinction as head of the |
---|
14 | 14 | | department for 24 years, and during her tenure, she began to |
---|
15 | 15 | | forge what has become a legendary career with the Texas Senate |
---|
16 | 16 | | that few can match; and |
---|
17 | 17 | | WHEREAS, As head of E and E, she oversaw the engrossment |
---|
18 | 18 | | and enrollment of legislation and supervised numerous Senate |
---|
19 | 19 | | employees; throughout her years in charge, she was noted for her |
---|
20 | 20 | | managerial efficiency, her attention to detail, and her |
---|
21 | 21 | | remarkable fortitude and tenacity in handling the long and |
---|
22 | 22 | | difficult hours required by the position of enrolling clerk; |
---|
23 | 23 | | incredibly, while serving as clerk, she managed to raise a family |
---|
24 | 24 | | of four children and, concurrently, to attend law school and earn |
---|
25 | 25 | | a degree from The University of Texas School of Law; and |
---|
26 | 26 | | WHEREAS, In 2001, Patsy was elected to the position of |
---|
27 | 27 | | secretary of the Senate, the Senate's highest administrative |
---|
28 | 28 | | post, and in this capacity, she has diligently served under three |
---|
29 | 29 | | lieutenant governors, read countless bills, and supervised other |
---|
30 | 30 | | elected officers and central staff; as the Senate's chief |
---|
31 | 31 | | executive administrator, she is noted for her loyalty to each of |
---|
32 | 32 | | the members of the Senate, for her incomparable work ethic, and |
---|
33 | 33 | | for her exceptional diplomacy and poise; and |
---|
34 | 34 | | WHEREAS, During her long and productive career with the |
---|
35 | 35 | | Senate, Patsy has always upheld the highest standards in Senate |
---|
36 | 36 | | tradition, and as secretary of the Senate, her contributions to |
---|
37 | 37 | | the work of the Senate and the Office of the Lieutenant Governor |
---|
38 | 38 | | are immeasurable; and |

39 | 39 | | WHEREAS, An invaluable asset to all who serve at the |

40 | 40 | | Capitol and a much-cherished officer of the Texas Senate, she is |

41 | 41 | | well deserving of the recent praise conferred on her by Executive |
