4	4	William Ross Dowling
5	5	WHEREAS, The Senate of the State of Texas joins the citizens
6	6	of Houston in mourning the loss of Captain William Ross "Iron
7	7	Bill" Dowling, who died March 7, 2017, at the age of 43; and
8	8	WHEREAS, Bill Dowling was born on March 14, 1973, in
9	9	Albuquerque, New Mexico; his family later moved to Texas, and
10	10	he graduated from Klein Oak High School in Spring, Texas, in
11	11	1993; and
12	12	WHEREAS, Mr. Dowling served with distinction in the United
13	13	States Marine Corps; he provided security for United Nations
14	14	troops in Somalia, and he was stationed at several locations
15	15	around the world, including Bahrain and Saudi Arabia; he was a
16	16	highly decorated serviceman who retired from the Marines having
17	17	earned the rank of corporal; his honors included a Combat Action
18	18	Ribbon and a National Defense Service Medal; and
19	19	WHEREAS, After his military service, Bill began a
20	20	rewarding career as a firefighter; he was a member of both the
21	21	Houston and the Champions Fire Departments, and as he rose
22	22	through the ranks, he became known for choosing to work at some of
23	23	Houston's busiest fire stations; Captain Dowling demonstrated
24	24	exceptional courage and dedication in fulfilling his
25	25	responsibilities, and he lost his life as a result of injuries he
26	26	sustained in 2013 while serving and protecting the community; and
27	27	WHEREAS, A devoted family man, Bill Dowling shared 23 years
28	28	of marriage with Jacki Dowling, and their three children, Forrest,
29	29	Faith, and Foster, were a source of great pride and joy; and
30	30	WHEREAS, Iron Bill Dowling was admired for his strength and
31	31	his wise counsel, and he was known by those closest to him for his
32	32	tenderhearted nature; he was beloved throughout the community
33	33	and by his fellow firefighters, and he leaves behind memories
34	34	that will long be cherished by all who were privileged to share in
35	35	his life; now, therefore, be it
36	36	RESOLVED, That the Senate of the State of Texas, 85th
37	37	Legislature, hereby extend sincere condolences to the bereaved
38	38	family of Captain William Ross "Iron Bill" Dowling; and, be it further
39	39	RESOLVED, That a copy of this Resolution be prepared for
40	40	his family as an expression of deepest sympathy from the Texas
41	41	Senate and that when the Senate adjourns this day, it do so in
42	42	memory of William Ross Dowling.
