55 WHEREAS, The Senate of the State of Texas joins the citizens
66 of Houston in mourning the loss of Captain William Ross "Iron
77 Bill" Dowling, who died March 7, 2017, at the age of 43; and
88 WHEREAS, Bill Dowling was born on March 14, 1973, in
99 Albuquerque, New Mexico; his family later moved to Texas, and
1010 he graduated from Klein Oak High School in Spring, Texas, in
1111 1993; and
1212 WHEREAS, Mr. Dowling served with distinction in the United
1313 States Marine Corps; he provided security for United Nations
1414 troops in Somalia, and he was stationed at several locations
1515 around the world, including Bahrain and Saudi Arabia; he was a
1616 highly decorated serviceman who retired from the Marines having
1717 earned the rank of corporal; his honors included a Combat Action
1818 Ribbon and a National Defense Service Medal; and
1919 WHEREAS, After his military service, Bill began a
2020 rewarding career as a firefighter; he was a member of both the
2121 Houston and the Champions Fire Departments, and as he rose
2222 through the ranks, he became known for choosing to work at some of
2323 Houston's busiest fire stations; Captain Dowling demonstrated
2424 exceptional courage and dedication in fulfilling his
2525 responsibilities, and he lost his life as a result of injuries he
2626 sustained in 2013 while serving and protecting the community; and
2727 WHEREAS, A devoted family man, Bill Dowling shared 23 years
2828 of marriage with Jacki Dowling, and their three children, Forrest,
2929 Faith, and Foster, were a source of great pride and joy; and
3030 WHEREAS, Iron Bill Dowling was admired for his strength and
3131 his wise counsel, and he was known by those closest to him for his
3232 tenderhearted nature; he was beloved throughout the community
3333 and by his fellow firefighters, and he leaves behind memories
3434 that will long be cherished by all who were privileged to share in
3535 his life; now, therefore, be it
3636 RESOLVED, That the Senate of the State of Texas, 85th
3737 Legislature, hereby extend sincere condolences to the bereaved
3838 family of Captain William Ross "Iron Bill" Dowling; and, be it further
3939 RESOLVED, That a copy of this Resolution be prepared for
4040 his family as an expression of deepest sympathy from the Texas
4141 Senate and that when the Senate adjourns this day, it do so in
4242 memory of William Ross Dowling.
