11 SENATE RESOLUTION NO. 512
22 WHEREAS, The Senate of the State of Texas is pleased to
33 recognize Joe Henry Morin, who recently retired from the Economic
44 Development and Tourism division of the Office of the Governor
55 after an exemplary career of public service; and
66 WHEREAS, Joe Morin began his professional career working
77 with SER-Jobs for Progress, a nationwide nonprofit organization
88 that helps members of the Hispanic community achieve their dreams
99 through education, employment, and empowerment; he later became
1010 vice president of Harvard Technologies, where he helped drive
1111 business growth while fostering a company culture of community
1212 involvement; and
1313 WHEREAS, From 1984 until 1999, Mr. Morin served as
1414 president of the Texas Association of Mexican American Chambers
1515 of Commerce; during his tenure, he developed strategic
1616 partnerships with over 50 Fortune 500 companies and key alliances
1717 with The University of Texas, Texas A&M University, and the
1818 United States Small Business Administration, and he helped to
1919 develop new chamber organizations in more than 30 cities; and
2020 WHEREAS, Mr. Morin helped lead economic development
2121 efforts at the state level for 15 years; he was instrumental in
2222 bringing a Toyota manufacturing facility to Texas, and he led the
2323 effort to create the first statewide online "one-stop shop"
2424 business portal during his tenure as small business advocate in
2525 the Office of the Governor; he went on to manage finance and tax
2626 incentive programs in the Economic Development and Tourism
2727 division of the governor's office, and he retired from state
2828 service in January of 2017; and
2929 WHEREAS, A truly distinguished Texan, Joe Morin has served
3030 in leadership roles for numerous professional associations and
3131 has helped to develop a broad range of economic opportunities for
3232 citizens across the state; his presence in the Office of the
3333 Governor will be greatly missed; now, therefore, be it
3434 RESOLVED, That the Senate of the State of Texas, 85th
3535 Legislature, hereby commend Joe Henry Morin on his exceptional
3636 career and his many contributions to the state and extend to him
3737 best wishes for continued success in all his future endeavors;
3838 and, be it further
3939 RESOLVED, That a copy of this Resolution be prepared for
4040 him as an expression of esteem from the Texas Senate.
