4	4	Eligio de la Garza
5	5	WHEREAS, The Senate of the State of Texas honors and
6	6	commemorates the life of Eligio "Kika" de la Garza, who died
7	7	March 13, 2017, at the age of 89; and
8	8	WHEREAS, Kika de la Garza served the people of the Rio
9	9	Grande Valley and the United States with distinction over the
10	10	course of a long and distinguished career in public service,
11	11	during which he continually stood up for the rights of veterans
12	12	and minorities throughout the country; and
13	13	WHEREAS, Born September 22, 1927, he grew up in Mission and
14	14	served in the military during World War II and the Korean War
15	15	before earning a law degree from Saint Mary's University; he
16	16	began his career in public service at the age of 24 when he was
17	17	elected to the first of six consecutive terms in the Texas House
18	18	of Representatives; and
19	19	WHEREAS, He was elected to the United States House of
20	20	Representatives in 1965, and he served for 32 years; over the
21	21	course of his accomplished legislative career, he focused on
22	22	addressing such important issues as free trade agreements, water
23	23	quality, and English language instruction for preschool children;
24	24	he was a founding member and chairman of the Congressional Hispanic
25	25	Caucus; and
26	26	WHEREAS, He and his beloved wife, Lucille, enjoyed 63 years
27	27	of marriage together, and his children, grandchildren, and
28	28	great-grandchild were a source of much pride and joy to him; and
29	29	WHEREAS, A man of courage, strength, and determination, he
30	30	gave unselfishly to others, and his wise counsel and commitment
31	31	to public service will not be forgotten by his family and
32	32	countless friends; now, therefore, be it
33	33	RESOLVED, That the Senate of the State of Texas, 85th
34	34	Legislature, hereby extend sincere condolences to the bereaved
35	35	family of Eligio "Kika" de la Garza; and, be it further
36	36	RESOLVED, That a copy of this Resolution be prepared for
37	37	his family as an expression of deepest sympathy from the Texas
38	38	Senate and that when the Senate adjourns this day, it do so in
39	39	memory of Kika de la Garza.
