| 2 | 2 | | WHEREAS, Bleeding Disorders Awareness Month is being |

| 3 | 3 | | observed in Texas and across the nation in March 2017; and |
|---|
| 4 | 4 | | WHEREAS, The term "bleeding disorders" refers to a wide |
|---|
| 5 | 5 | | range of medical issues that cause poor blood clotting and |
|---|
| 6 | 6 | | abnormal bleeding; these conditions include von Willebrand |
|---|
| 7 | 7 | | disease, which is found in approximately one percent of the |
|---|
| 8 | 8 | | United States population, and hemophilia, which currently |
|---|
| 9 | 9 | | affects about 20,000 Americans; and |
|---|
| 10 | 10 | | WHEREAS, In commemoration of the 30th anniversary of |
|---|
| 11 | 11 | | President Ronald Reagan's designating March 1986 as Hemophilia |
|---|
| 12 | 12 | | Awareness Month, the National Hemophilia Foundation launched a |
|---|
| 13 | 13 | | successful 2016 campaign for the observance of Bleeding |
|---|
| 14 | 14 | | Disorders Awareness Month each March in the United States; and |
|---|
| 15 | 15 | | WHEREAS, The Lone Star chapter of the foundation joined |
|---|
| 16 | 16 | | together with the Texas Central Hemophilia Association in 2012 to |
|---|
| 17 | 17 | | establish the Texas Bleeding Disorders Coalition, an advocacy |
|---|
| 18 | 18 | | group that works to increase awareness of bleeding disorders |
|---|
| 19 | 19 | | among the general public, government officials, and the medical |
|---|
| 20 | 20 | | community; the organization seeks to ensure that all Texans |
|---|
| 21 | 21 | | afflicted with these conditions have access to high-quality care |
|---|
| 22 | 22 | | at hemophilia treatment centers, to the most effective clotting |
|---|
| 23 | 23 | | medications available, and to the support services necessary for |
|---|
| 24 | 24 | | the proper management of their disorder; and |
|---|
| 25 | 25 | | WHEREAS, Millions of Americans are living with a bleeding |
|---|
| 26 | 26 | | disorder, and this monthlong event offers a time to learn more |
|---|
| 27 | 27 | | about such diseases and to focus on the need for further research |
|---|
| 28 | 28 | | in the hope of ultimately finding cures; now, therefore, be it |
|---|
| 29 | 29 | | RESOLVED, That the Senate of the State of Texas, 85th |
|---|
| 30 | 30 | | Legislature, hereby recognize March 2017 as Bleeding Disorders |
