                            SENATE RESOLUTION NO. 65
 WHEREAS, The Senate of the State of Texas is pleased to
 recognize Robert R. Owen for his years of exemplary service as a
 certified public accountant and for his many contributions to the
 Texas Society of Certified Public Accountants; and
 WHEREAS, Bob Owen began his accounting career with the
 local certified public accounting firm of Alford, Meroney, and
 Company, while he was earning a bachelor's degree in business
 administration at Southern Methodist University; he became a
 partner at the firm in 1969, and he took on the role of managing
 partner after the firm expanded into a regional practice; and
 WHEREAS, In 1980, Alford, Meroney, and Company merged with
 Arthur Young and Company, and Mr. Owen rose through the ranks of
 the Big 8 accounting firm to become the national director of
 Industry Services in 1986; in this role, he directed the firm's
 specialized industry programs, and he retained this position
 when the company joined Ernst and Whinney to form Ernst and Young
 in 1989; and
 WHEREAS, An active leader in his professional field,
 Mr. Owen has served the Texas Society of Certified Public
 Accountants in numerous executive positions over the years;
 since his retirement from Ernst and Young in 1998, he has
 overseen the association's legislative and regulatory functions
 through his service as the managing director of Regulation and
 Legislation; and
 WHEREAS, Bob Owen is highly respected by his colleagues in
 the accounting profession in Texas; he has helped shape the
 standards of excellence at the Texas Society of Certified Public
 Accountants, and he has played an integral role in the formation
 of policies that will benefit citizens throughout the state; now,
 therefore, be it
 RESOLVED, That the Senate of the State of Texas, 85th
 Legislature, hereby commend Robert R. Owen on his successful
 career and on his distinguished leadership at the Texas Society
 of Certified Public Accountants; and, be it further
 RESOLVED, That a copy of this Resolution be prepared for
 him as an expression of esteem from the Texas Senate.
