                    SENATE RESOLUTION NO. 785
 WHEREAS, The Senate of the State of Texas is pleased to
 recognize the El Paso DWI/Drug Court Intervention and Treatment
 Program and its presiding judge, the Honorable Robert S.
 Anchondo; and
 WHEREAS, The El Paso DWI/Drug Court Intervention and
 Treatment Program was founded with a mission to reduce recidivism
 rates among alcohol and drug offenders, to enhance public safety
 through a cost-effective continuum of care, and to provide a
 judicially supervised treatment regimen with innovative case
 management; and
 WHEREAS, The program utilizes a curriculum that inspires
 offenders to embrace sobriety and helps offenders to create
 fulfilling lives and become upstanding members of the
 community; and
 WHEREAS, The El Paso DWI/Drug Court embraces cultural
 identity and promotes the sharing of knowledge from a place of
 respect that invites all participants to become actively engaged
 as members of a democratic society; and
 WHEREAS, The El Paso DWI/Drug Court has made a profound
 impact on the local community; this year, the court's program has
 been recognized for excellence for a second time by the National
 Highway Traffic Safety Administration and the National Center
 for DWI Courts; program administrators are indeed deserving of
 recognition for promoting public safety and for helping
 vulnerable citizens to achieve their full potential; now,
 therefore, be it
 RESOLVED, That the Senate of the State of Texas, 85th
 Legislature, hereby commend all who contribute to the success of
 the El Paso DWI/Drug Court Intervention and Treatment Program for
 their efforts to better their community and extend to the personnel
 and participants best wishes for the future; and, be it further
 RESOLVED, That a copy of this Resolution be prepared for
 this program as an expression of esteem from the Texas Senate.
