11 SENATE RESOLUTION NO. 796
22 WHEREAS, Clifton L. Holmes of Longview is retiring from the
33 firm of Holmes and Moore on May 18, 2017, drawing to a close a
44 noteworthy legal career that has spanned a half century; and
55 WHEREAS, A native of Kilgore, "Scrappy" Holmes completed
66 his bachelor's degree in economics at The University of Texas at
77 Austin and went on to graduate cum laude from George Washington
88 University National Law Center; he established a reputation as
99 one of the top criminal defense lawyers in Texas, and he has
1010 successfully defended clients facing the death penalty in both
1111 state and federal courts; and
1212 WHEREAS, Dedicated to his profession, Mr. Holmes has
1313 served the legal community in a number of leadership roles; he
1414 was a director of the State Bar of Texas and chair of the
1515 organization's Criminal Justice Section, Special Committee on
1616 Death Row Representation, and Standing Committee on Penal Code
1717 and Code of Criminal Procedure; in addition, he served as
1818 president of the Texas Criminal Defense Lawyers Association, as
1919 chair of the Texas Criminal Defense Lawyers Project, and as a
2020 trustee of the Texas Equal Access to Justice Foundation; he was
2121 editor of Voice for the Defense, and since 1976 he has been a
2222 member of the faculty of the Texas Criminal Trial Advocacy
2323 Institute; and
2424 WHEREAS, Mr. Holmes was inducted into the Texas Criminal
2525 Defense Lawyers Hall of Fame in 2007, and he has been named as a
2626 Texas Super Lawyer in multiple years; in 1992, Secretary of State
2727 John Hannah designated him as an official Texas Hero; moreover,
2828 Mr. Holmes was selected as Outstanding Criminal Defense Lawyer
2929 of the Year for 1996 by the Texas Criminal Justice Section of the
3030 State Bar, and he was twice ranked among the Top Five Go-To
3131 Lawyers in Texas by Texas Lawyer magazine; in all his endeavors,
3232 he has enjoyed the love and support of his wife, Laqueta, and
3333 their children, Nikki, Lacy, Shelly, and Bryan; and
3434 WHEREAS, Over the course of his long and distinguished
3535 career, Scrappy Holmes has earned the respect and admiration of
3636 innumerable people, and as he embarks on the next exciting
3737 chapter of his life, he may indeed reflect with pride on his
3838 achievements; now, therefore, be it
3939 RESOLVED, That the Senate of the State of Texas, 85th
4040 Legislature, hereby congratulate Clifton "Scrappy" Holmes on his
4141 retirement and extend to him sincere best wishes for the future;
4242 and, be it further
4343 RESOLVED, That a copy of this Resolution be prepared for
4444 Mr. Holmes as an expression of high regard from the Texas Senate.
