2 | 2 | | WHEREAS, Clifton L. Holmes of Longview is retiring from the |

3 | 3 | | firm of Holmes and Moore on May 18, 2017, drawing to a close a |

4 | 4 | | noteworthy legal career that has spanned a half century; and |
---|
5 | 5 | | WHEREAS, A native of Kilgore, "Scrappy" Holmes completed |
---|
6 | 6 | | his bachelor's degree in economics at The University of Texas at |
---|
7 | 7 | | Austin and went on to graduate cum laude from George Washington |
---|
8 | 8 | | University National Law Center; he established a reputation as |
---|
9 | 9 | | one of the top criminal defense lawyers in Texas, and he has |
---|
10 | 10 | | successfully defended clients facing the death penalty in both |
---|
11 | 11 | | state and federal courts; and |
---|
12 | 12 | | WHEREAS, Dedicated to his profession, Mr. Holmes has |
---|
13 | 13 | | served the legal community in a number of leadership roles; he |
---|
14 | 14 | | was a director of the State Bar of Texas and chair of the |
---|
15 | 15 | | organization's Criminal Justice Section, Special Committee on |
---|
16 | 16 | | Death Row Representation, and Standing Committee on Penal Code |
---|
17 | 17 | | and Code of Criminal Procedure; in addition, he served as |
---|
18 | 18 | | president of the Texas Criminal Defense Lawyers Association, as |
---|
19 | 19 | | chair of the Texas Criminal Defense Lawyers Project, and as a |
---|
20 | 20 | | trustee of the Texas Equal Access to Justice Foundation; he was |
---|
21 | 21 | | editor of Voice for the Defense, and since 1976 he has been a |
---|
22 | 22 | | member of the faculty of the Texas Criminal Trial Advocacy |
---|
23 | 23 | | Institute; and |
---|
24 | 24 | | WHEREAS, Mr. Holmes was inducted into the Texas Criminal |
---|
25 | 25 | | Defense Lawyers Hall of Fame in 2007, and he has been named as a |
---|
26 | 26 | | Texas Super Lawyer in multiple years; in 1992, Secretary of State |
---|
27 | 27 | | John Hannah designated him as an official Texas Hero; moreover, |
---|
28 | 28 | | Mr. Holmes was selected as Outstanding Criminal Defense Lawyer |
---|
29 | 29 | | of the Year for 1996 by the Texas Criminal Justice Section of the |
---|
30 | 30 | | State Bar, and he was twice ranked among the Top Five Go-To |
---|
31 | 31 | | Lawyers in Texas by Texas Lawyer magazine; in all his endeavors, |
---|
32 | 32 | | he has enjoyed the love and support of his wife, Laqueta, and |
---|
33 | 33 | | their children, Nikki, Lacy, Shelly, and Bryan; and |
---|
34 | 34 | | WHEREAS, Over the course of his long and distinguished |
---|
35 | 35 | | career, Scrappy Holmes has earned the respect and admiration of |
---|
36 | 36 | | innumerable people, and as he embarks on the next exciting |
---|
37 | 37 | | chapter of his life, he may indeed reflect with pride on his |
---|
38 | 38 | | achievements; now, therefore, be it |
---|
39 | 39 | | RESOLVED, That the Senate of the State of Texas, 85th |
---|
40 | 40 | | Legislature, hereby congratulate Clifton "Scrappy" Holmes on his |
---|
41 | 41 | | retirement and extend to him sincere best wishes for the future; |
