4	4	Howard Payne Coghlan
5	5	WHEREAS, The city of Longview lost an admired attorney and
6	6	civic leader with the passing of Howard Payne Coghlan on
7	7	September 15, 2016, at the age of 89; and
8	8	WHEREAS, Born to Emma and Jack Coghlan in Shreveport,
9	9	Louisiana, on April 14, 1927, Howard Coghlan grew up in Marshall
10	10	and Longview; a member of the Longview High School Class of 1944,
11	11	he served in the Texas State Guard during World War II, and he
12	12	went on to enlist in the United States Coast Guard; following his
13	13	military service, he attended Kilgore College, distinguishing
14	14	himself as president of the student body, the Veterans Club, and
15	15	the Future Lawyers Club; he later earned a law degree at Southern
16	16	Methodist University, where he was a member of the Order of the
17	17	Barristers and the Kappa Alpha Order; and
18	18	WHEREAS, This esteemed Texan enjoyed a long and successful
19	19	career as an attorney in the oil and gas industry; he was a
20	20	director of the Kansas-Nebraska Natural Gas Company and chair of
21	21	the Oil, Gas, and Mineral Section of the State Bar of Texas;
22	22	moreover, he was vice chair of the Texas State Bar Presidents,
23	23	editor of the Southwestern Law Journal, and a fellow of the Texas
24	24	Bar Foundation; and
25	25	WHEREAS, Active in his community, Mr. Coghlan served as a
26	26	member of the Texas State Historical Commission, the Texas
27	27	Historical Foundation board, and the LeTourneau University
28	28	board, chair of the Longview centennial celebration, director of
29	29	Longview Bank and Trust, and president of the Jaycees, the local
30	30	Rotary Club, and the chamber of commerce; his myriad commendable
31	31	efforts in behalf of his fellow residents included helping to
32	32	establish the Maude Cobb Convention and Activity Center; he was
33	33	also a valued congregant of First United Methodist Church of
34	34	Longview for more than six decades; and
35	35	WHEREAS, In recognition of his significant contributions
36	36	to Longview and the East Texas region, Mr. Coghlan was presented
37	37	with numerous accolades, including three Paul Harris Fellowships
38	38	from the Rotary Club, the President's Award from the chamber of
39	39	commerce, and the Outstanding Lawyer Award from the Gregg County
40	40	Legal Secretaries Association; additionally, an oil derrick in
41	41	Kilgore was named in his honor in 2003; and
42	42	WHEREAS, Mr. Coghlan shared 65 years of marriage with
43	43	Dr. Peggy Coghlan, and he was further blessed with a son, Kelly,
44	44	a daughter, Katie, and a beloved grandson, Kelly Jack; and
45	45	WHEREAS, Respected for his generosity, kindness, and
46	46	integrity by all who knew him, Howard Coghlan lived a caring and
47	47	purposeful life, and he leaves behind a record of service that
48	48	his loved ones can remember with pride; now, therefore, be it
49	49	RESOLVED, That the Senate of the State of Texas, 85th
50	50	Legislature, hereby pay tribute to the memory of Howard Payne
51	51	Coghlan and extend heartfelt sympathy to his relatives and many
52	52	friends; and, be it further
53	53	RESOLVED, That a copy of this Resolution be prepared for
54	54	his family and that when the Texas Senate adjourns this day, it do
55	55	so in memory of Howard Coghlan.
