44 Howard Payne Coghlan
55 WHEREAS, The city of Longview lost an admired attorney and
66 civic leader with the passing of Howard Payne Coghlan on
77 September 15, 2016, at the age of 89; and
88 WHEREAS, Born to Emma and Jack Coghlan in Shreveport,
99 Louisiana, on April 14, 1927, Howard Coghlan grew up in Marshall
1010 and Longview; a member of the Longview High School Class of 1944,
1111 he served in the Texas State Guard during World War II, and he
1212 went on to enlist in the United States Coast Guard; following his
1313 military service, he attended Kilgore College, distinguishing
1414 himself as president of the student body, the Veterans Club, and
1515 the Future Lawyers Club; he later earned a law degree at Southern
1616 Methodist University, where he was a member of the Order of the
1717 Barristers and the Kappa Alpha Order; and
1818 WHEREAS, This esteemed Texan enjoyed a long and successful
1919 career as an attorney in the oil and gas industry; he was a
2020 director of the Kansas-Nebraska Natural Gas Company and chair of
2121 the Oil, Gas, and Mineral Section of the State Bar of Texas;
2222 moreover, he was vice chair of the Texas State Bar Presidents,
2323 editor of the Southwestern Law Journal, and a fellow of the Texas
2424 Bar Foundation; and
2525 WHEREAS, Active in his community, Mr. Coghlan served as a
2626 member of the Texas State Historical Commission, the Texas
2727 Historical Foundation board, and the LeTourneau University
2828 board, chair of the Longview centennial celebration, director of
2929 Longview Bank and Trust, and president of the Jaycees, the local
3030 Rotary Club, and the chamber of commerce; his myriad commendable
3131 efforts in behalf of his fellow residents included helping to
3232 establish the Maude Cobb Convention and Activity Center; he was
3333 also a valued congregant of First United Methodist Church of
3434 Longview for more than six decades; and
3535 WHEREAS, In recognition of his significant contributions
3636 to Longview and the East Texas region, Mr. Coghlan was presented
3737 with numerous accolades, including three Paul Harris Fellowships
3838 from the Rotary Club, the President's Award from the chamber of
3939 commerce, and the Outstanding Lawyer Award from the Gregg County
4040 Legal Secretaries Association; additionally, an oil derrick in
4141 Kilgore was named in his honor in 2003; and
4242 WHEREAS, Mr. Coghlan shared 65 years of marriage with
4343 Dr. Peggy Coghlan, and he was further blessed with a son, Kelly,
4444 a daughter, Katie, and a beloved grandson, Kelly Jack; and
4545 WHEREAS, Respected for his generosity, kindness, and
4646 integrity by all who knew him, Howard Coghlan lived a caring and
4747 purposeful life, and he leaves behind a record of service that
4848 his loved ones can remember with pride; now, therefore, be it
4949 RESOLVED, That the Senate of the State of Texas, 85th
5050 Legislature, hereby pay tribute to the memory of Howard Payne
5151 Coghlan and extend heartfelt sympathy to his relatives and many
5252 friends; and, be it further
5353 RESOLVED, That a copy of this Resolution be prepared for
5454 his family and that when the Texas Senate adjourns this day, it do
5555 so in memory of Howard Coghlan.
