2	2	WHEREAS, For more than a century, the Legislative
3	3	Reference Library has provided invaluable assistance to Texas
4	4	lawmakers; and
5	5	WHEREAS, Housing a specialized collection of materials
6	6	including original legislative bill files dating back to the
7	7	63rd Session, historical and current publications of
8	8	legislative committees, of state agencies, and of institutions
9	9	of higher education, legal resources, and periodicals, the
10	10	library is well positioned to support the varied and extensive
11	11	work of legislators; and
12	12	WHEREAS, The library's electronic data systems expedite
13	13	the delivery of knowledge to the legislative community; the
14	14	Texas Appointment System contains information on members of
15	15	state councils, boards, and committees appointed by the
16	16	governor, lieutenant governor, and speaker; the Legislative
17	17	Archive System holds the only electronic version of original
18	18	legislative bill files and documentation, while the Index to
19	19	Sections Affected details the proposed statutory effect of
20	20	bills; moreover, the library maintains Texas Legislators: Past &
21	21	Present, highlighting legislative membership information
22	22	from 1846 to today, as well as a legislative reports database
23	23	covering that same period, and it archives gubernatorial
24	24	executive orders, messages, and proclamations; and
25	25	WHEREAS, During legislative sessions, the library plays an
26	26	integral part in the legislative process; staff members develop
27	27	electronic records in the Texas Legislative Tracking System for
28	28	each bill or resolution filed; assign and enter subject terms and
29	29	companion relationships; and review enrolled legislation for
30	30	effective dates of each measure; moreover, library staff members
31	31	stationed on the floor of the house and senate chambers enter
32	32	legislative actions as they occur, furnishing real-time
33	33	information to the legislative community, to executive agencies,
34	34	and to citizens of this state through such proprietary
35	35	applications as TLIS (the Texas Legislative Information System)
36	36	and TLO (Texas Legislature Online); and
37	37	WHEREAS, Among the services the library offers are a bill
38	38	status hotline for constituents; professional and confidential
39	39	research; a daily legislative clipping service; weekly listings of
40	40	important journal articles; and monthly listings of newsworthy
41	41	additions to the library's collection;
42	42	WHEREAS, Guided skillfully by director and librarian Mary
43	43	Camp, the Legislative Reference Library staff includes assistant
44	44	director and librarian Catherine Wusterhausen, administrative
45	45	and legislative staff members Leah Alejandro, Donald Brower,
46	46	Elizabeth Buchanan, Emilie Jezisek, Michelle Martinez, Kali
47	47	Palmer, Julia Walden, and Jay Young, clipping service staffers
48	48	Vincent Cowan, David Wood, and Karen Wright, and librarians Ali
49	49	Dzienkowski,CassandraGallegos,SallyHarlow,MelanieHarshman,
50	50	Karen McBurney, Rona Mertink, Amanda Norman, Kay Schlueter, Ana

53	53	WHEREAS, These hardworking professionals demonstrate a
54	54	commitment to excellence as they perform their duties with skill
55	55	and dedication, and they may take justifiable pride in the
56	56	important services they provide to the legislature and to the
57	57	citizens of the Lone Star State; now, therefore, be it
58	58	RESOLVED, That the Senate of the State of Texas, 85th
59	59	Legislature, hereby honor the Legislative Reference Library and
60	60	extend to the staff members sincere appreciation for their
61	61	outstanding contributions; and, be it further
62	62	RESOLVED, That an official copy of this Resolution be
63	63	prepared for the library as an expression of high regard from the
64	64	Texas Senate.
