55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to higher education curriculum review teams to review
88 public school curriculum standards for college readiness purposes.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Subchapter A, Chapter 28, Education Code, is
1111 amended by adding Section 28.0025 to read as follows:
1212 Sec. 28.0025. HIGHER EDUCATION CURRICULUM REVIEW TEAMS.
1313 (a) In this section:
1414 (1) "Board" means the State Board of Education.
1515 (2) "Institution of higher education" and "private or
1616 independent institution of higher education" have the meanings
1717 assigned by Section 61.003.
1818 (b) For each subject undergoing a review for the purpose of
1919 identifying and adopting the essential knowledge and skills of a
2020 subject of the foundation curriculum under Section 28.002(a)(1),
2121 the board shall appoint a higher education curriculum review team
2222 to review and make recommendations to the board concerning the
2323 essential knowledge and skills to ensure that proposed essential
2424 knowledge and skills:
2525 (1) are factually accurate and aligned with
2626 contemporary scholarship;
2727 (2) are aligned with college and career readiness
2828 standards and serve to prepare students for college; and
2929 (3) serve appropriate instructional purposes.
3030 (c) Each higher education curriculum review team shall
3131 consist of not fewer than 5 and not more than 10 faculty members of
3232 institutions of higher education or private or independent
3333 institutions of higher education. The board shall make the
3434 appointments to each higher education curriculum review team from
3535 among persons nominated by the commissioner or the commissioner of
3636 higher education.
3737 (d) Each member nominated by the commissioner must have in
3838 the subject under review:
3939 (1) at least five years of teaching experience; and
4040 (2) credentials that satisfy the faculty credential
4141 guidelines established by the Commission on Colleges of the
4242 Southern Association of Colleges and Schools.
4343 (e) Each member nominated by the commissioner of higher
4444 education must have in the subject under review:
4545 (1) at least five years of higher education teaching
4646 experience; and
4747 (2) credentials that satisfy the faculty credential
4848 guidelines established by the Commission on Colleges of the
4949 Southern Association of Colleges and Schools.
5050 (f) In selecting their respective nominees for a higher
5151 education curriculum review team, the commissioner and the
5252 commissioner of higher education shall each:
5353 (1) attempt to achieve a balanced combination of
5454 educational perspectives, including by geographic area, race, and
5555 sex; and
5656 (2) give preference to nominees who have teaching
5757 experience in this state at an institution of higher education or a
5858 private or independent institution of higher education.
5959 (g) At times and places determined by the chair of the
6060 board, before and after the board considers on first reading
6161 proposed essential knowledge and skills of a subject for which a
6262 higher education curriculum review team has been appointed under
6363 this section, that higher education curriculum review team shall
6464 meet to review the proposed essential knowledge and skills. The
6565 team shall submit to the board the results of the team's review and
6666 any recommendations for changes. The board may consider the team's
6767 recommendations in adopting the proposed essential knowledge and
6868 skills.
6969 (h) The agency shall post on the agency's Internet website
7070 the recommendations of each higher education curriculum review
7171 team.
7272 (i) The commissioner and the commissioner of higher
7373 education shall coordinate with the board as necessary for the
7474 administration of this section.
7575 SECTION 2. This Act takes effect immediately if it receives
7676 a vote of two-thirds of all the members elected to each house, as
7777 provided by Section 39, Article III, Texas Constitution. If this
7878 Act does not receive the vote necessary for immediate effect, this
7979 Act takes effect on the 91st day after the last day of the
8080 legislative session.
