5	5	A BILL TO BE ENTITLED
6	6	AN ACT
7	7	relating to reporting teacher turnover information in the
8	8	performance report of a public school district.
9	9	BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
10	10	SECTION 1. Section 39.306(a), Education Code, as effective
11	11	September 1, 2017, is amended to read as follows:
12	12	(a) Each board of trustees shall publish an annual report
13	13	describing the educational performance of the district and of each
14	14	campus in the district that includes uniform student performance
15	15	and descriptive information as determined under rules adopted by
16	16	the commissioner. The annual report must also include:
17	17	(1) campus performance objectives established under
18	18	Section 11.253 and the progress of each campus toward those
19	19	objectives, which shall be available to the public;
20	20	(2) information indicating the district's
21	21	accreditation status and identifying each district campus awarded a
22	22	distinction designation under Subchapter G or considered an
23	23	unacceptable campus under Chapter 39A;
24	24	(3) the district's current special education
25	25	compliance status with the agency;
26	26	(4) a statement of the number, rate, and type of
27	27	violent or criminal incidents that occurred on each district
28	28	campus, to the extent permitted under the Family Educational Rights
29	29	and Privacy Act of 1974 (20 U.S.C. Section 1232g);
30	30	(5) information concerning school violence prevention
31	31	and violence intervention policies and procedures that the district
32	32	is using to protect students;
33	33	(6) the findings that result from evaluations
34	34	conducted under the Safe and Drug-Free Schools and Communities Act
35	35	of 1994 (20 U.S.C. Section 7101 et seq.); [and]
36	36	(7) information received under Section 51.403(e) for
37	37	each high school campus in the district, presented in a form
38	38	determined by the commissioner; and
39	39	(8) information concerning teacher turnover,
40	40	including the number of teachers:
41	41	(A) employed as a teacher in the district for:
42	42	(i) not more than 5 years;
43	43	(ii) more than 5 years but not more than 10
44	44	years; and
45	45	(iii) more than 10 years;
46	46	(B) transferred from one campus to another campus
47	47	in the district;
48	48	(C) remaining employed by the district in a
49	49	capacity other than as a teacher;
50	50	(D) leaving the district for employment as a
51	51	teacher in another school district;
52	52	(E) leaving the district for employment in a
53	53	capacity other than as a teacher in another school district; and
54	54	(F) leaving employment in public education.
55	55	SECTION 2. Section 39.306(e), Education Code, is amended to
56	56	read as follows:
57	57	(e) The report may include the following information:
58	58	(1) student information, including total enrollment,
59	59	enrollment by ethnicity, socioeconomic status, and grade groupings
60	60	and retention rates;
61	61	(2) financial information, including revenues and
62	62	expenditures;
63	63	(3) staff information in addition to the information
64	64	required under Subsection (a)(8), including number and type of
65	65	staff by sex, ethnicity, years of experience, and highest degree
66	66	held, and teacher and administrator salaries[, and teacher
67	67	turnover];
68	68	(4) program information, including student enrollment
69	69	by program, teachers by program, and instructional operating
70	70	expenditures by program; and
71	71	(5) the number of students placed in a disciplinary
72	72	alternative education program under Chapter 37.
73	73	SECTION 3. This Act applies beginning with the 2017-2018
74	74	school year.
75	75	SECTION 4. This Act takes effect December 1, 2017.
