| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Subchapter B, Chapter 531, Government Code, is |
|---|
| 11 | 11 | | amended by adding Section 531.0997 to read as follows: |
|---|
| 12 | 12 | | Sec. 531.0997. TEXAS WOMEN'S HEALTH PROGRAM: NEW MOTHER |
|---|
| 13 | 13 | | WELLNESS SCREENINGS. (a) In this section, "Texas women's health |
|---|
| 14 | 14 | | program" means a program operated by the commission that is |
|---|
| 15 | 15 | | substantially similar to the demonstration project operated under |
|---|
| 16 | 16 | | former Section 32.0248, Human Resources Code, and that is intended |
|---|
| 17 | 17 | | to expand access to preventive health and family planning services |
|---|
| 18 | 18 | | for women in this state. |
|---|
| 19 | 19 | | (b) The commission shall provide on request through the |
|---|
| 20 | 20 | | Texas women's health program new mother wellness screenings to |
|---|
| 21 | 21 | | determine if program participants are at a higher risk of death from |
|---|
| 22 | 22 | | childbirth or childbirth-related complications and to determine |
|---|
| 23 | 23 | | treatment options. |
|---|
| 24 | 24 | | (c) The new mother wellness screenings provided under the |
|---|
| 25 | 25 | | Texas women's health program must include screening for common |
|---|
| 26 | 26 | | causes of maternal mortality, including: |
|---|
| 27 | 27 | | (1) mental health conditions; |
|---|
| 28 | 28 | | (2) behavioral health conditions; |
|---|
| 29 | 29 | | (3) heart conditions; |
|---|
| 30 | 30 | | (4) high blood pressure; |
|---|
| 31 | 31 | | (5) hemorrhaging; and |
|---|
| 32 | 32 | | (6) any other condition the commission determines |
|---|
| 33 | 33 | | necessary. |
|---|
| 34 | 34 | | (d) The executive commissioner shall adopt rules necessary |
|---|
| 35 | 35 | | to implement this section. |
|---|
| 36 | 36 | | SECTION 2. This Act takes effect December 1, 2017. |
