55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to dedicating certain state revenue to making additional
88 contributions to the state retirement system for education
99 employees and to the health benefit plan for retired education
1010 employees and their dependents.
1111 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1212 SECTION 1. Subchapter F, Chapter 403, Government Code, is
1313 amended by adding Section 403.098 to read as follows:
1414 Sec. 403.098. TRANSFERS FOR EDUCATION EMPLOYEES'
1515 RETIREMENT BENEFITS. (a) Each time the comptroller, as provided by
1616 Section 49-g(b) or (c), Article III, Texas Constitution, reduces an
1717 amount of general revenue that otherwise is to be transferred to the
1818 economic stabilization fund, the comptroller at the same time shall
1919 transfer to the credit of an account in the general revenue fund an
2020 amount of general revenue equal to the amount by which the
2121 comptroller reduced the amount of the transfer to the economic
2222 stabilization fund.
2323 (b) Each time the comptroller, as provided by Section
2424 49-g(i), Article III, Texas Constitution, credits to general
2525 revenue interest otherwise due to the economic stabilization fund,
2626 the comptroller at the same time shall transfer to the credit of an
2727 account in the general revenue fund an amount of general revenue
2828 equal to the amount of the interest credited to general revenue.
2929 (c) Money transferred to an account in the general revenue
3030 fund under this section may be appropriated only to make additional
3131 contributions to the Teacher Retirement System of Texas created
3232 under Section 67(b), Article XVI, Texas Constitution, or to the
3333 health benefit plan created for the retired members of the Teacher
3434 Retirement System of Texas and their dependents.
3535 SECTION 2. This Act takes effect December 1, 2017.
