| 8 | 8 | | contributions to the state retirement system for education |

| 9 | 9 | | employees and to the health benefit plan for retired education |

| 10 | 10 | | employees and their dependents. |

| 11 | 11 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 12 | 12 | | SECTION 1. Subchapter F, Chapter 403, Government Code, is |
|---|
| 13 | 13 | | amended by adding Section 403.098 to read as follows: |
|---|
| 14 | 14 | | Sec. 403.098. TRANSFERS FOR EDUCATION EMPLOYEES' |
|---|
| 15 | 15 | | RETIREMENT BENEFITS. (a) Each time the comptroller, as provided by |
|---|
| 16 | 16 | | Section 49-g(b) or (c), Article III, Texas Constitution, reduces an |
|---|
| 17 | 17 | | amount of general revenue that otherwise is to be transferred to the |
|---|
| 18 | 18 | | economic stabilization fund, the comptroller at the same time shall |
|---|
| 19 | 19 | | transfer to the credit of an account in the general revenue fund an |
|---|
| 20 | 20 | | amount of general revenue equal to the amount by which the |
|---|
| 21 | 21 | | comptroller reduced the amount of the transfer to the economic |
|---|
| 22 | 22 | | stabilization fund. |
|---|
| 23 | 23 | | (b) Each time the comptroller, as provided by Section |
|---|
| 24 | 24 | | 49-g(i), Article III, Texas Constitution, credits to general |
|---|
| 25 | 25 | | revenue interest otherwise due to the economic stabilization fund, |
|---|
| 26 | 26 | | the comptroller at the same time shall transfer to the credit of an |
|---|
| 27 | 27 | | account in the general revenue fund an amount of general revenue |
|---|
| 28 | 28 | | equal to the amount of the interest credited to general revenue. |
|---|
| 29 | 29 | | (c) Money transferred to an account in the general revenue |
|---|
| 30 | 30 | | fund under this section may be appropriated only to make additional |
|---|
| 31 | 31 | | contributions to the Teacher Retirement System of Texas created |
|---|
| 32 | 32 | | under Section 67(b), Article XVI, Texas Constitution, or to the |
|---|
| 33 | 33 | | health benefit plan created for the retired members of the Teacher |
|---|
| 34 | 34 | | Retirement System of Texas and their dependents. |
|---|
| 35 | 35 | | SECTION 2. This Act takes effect December 1, 2017. |
