55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to maternal morbidity and pregnancy-related deaths.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Section 34.005, Health and Safety Code, is
1010 amended to read as follows:
1111 Sec. 34.005. DUTIES OF TASK FORCE. The task force shall:
1212 (1) study and review:
1313 (A) cases of pregnancy-related deaths; and
1414 (B) trends, rates, or disparities in
1515 pregnancy-related deaths and [in] severe maternal morbidity;
1616 (2) determine the feasibility of the task force
1717 studying cases of severe maternal morbidity; and
1818 (3) make recommendations to help reduce the incidence
1919 of pregnancy-related deaths and severe maternal morbidity in this
2020 state.
2121 SECTION 2. Sections 34.007(a) and (b), Health and Safety
2222 Code, are amended to read as follows:
2323 (a) The department shall determine a statistically
2424 significant number of cases of pregnancy-related deaths for review.
2525 The department shall either randomly select cases or select all
2626 cases for the task force to review under this subsection to reflect
2727 a cross-section of pregnancy-related deaths in this state.
2828 (b) The department shall statistically analyze aggregate
2929 data of pregnancy-related deaths and severe maternal morbidity in
3030 this state to identify any trends, rates, or disparities.
3131 SECTION 3. Section 34.018, Health and Safety Code, is
3232 amended to read as follows:
3333 Sec. 34.018. SUNSET PROVISION. The task force is subject to
3434 Chapter 325, Government Code (Texas Sunset Act). Unless continued
3535 in existence as provided by that chapter, the task force is
3636 abolished and this chapter expires December 31, 2023 [September 1,
3737 2019].
3838 SECTION 4. This Act takes effect immediately if it receives
3939 a vote of two-thirds of all the members elected to each house, as
4040 provided by Section 39, Article III, Texas Constitution. If this
4141 Act does not receive the vote necessary for immediate effect, this
4242 Act takes effect on the 91st day after the last day of the
4343 legislative session.
