| 9 | 9 | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
| 10 | 10 | SECTION 1. The amount of $1 billion is appropriated from the | |
| 11 | 11 | general revenue fund to the foundation school fund for distribution | |
| 12 | 12 | by the commissioner of education during the state fiscal biennium | |
| 13 | 13 | beginning September 1, 2017, to school districts to provide | |
| 14 | 14 | classroom teacher salary increases. | |
| 15 | 15 | SECTION 2. The commissioner of education shall distribute | |
| 16 | 16 | the amount appropriated under this Act to school districts on the | |
| 17 | 17 | basis of the number of classroom teachers, as defined by Section | |
| 18 | 18 | 5.001, Education Code, employed by each district. | |
| 19 | 19 | SECTION 3. Each school district may use funds distributed | |
| 20 | 20 | under this Act only to increase the salary that would otherwise be | |
| 21 | 21 | provided to classroom teachers employed by the district. | |
| 22 | 22 | SECTION 4. This Act takes effect immediately if it receives | |
| 23 | 23 | a vote of two-thirds of all the members elected to each house, as | |
| 24 | 24 | provided by Section 39, Article III, Texas Constitution. If this | |
| 25 | 25 | Act does not receive the vote necessary for immediate effect, this | |
| 26 | 26 | Act takes effect on the 91st day after the last day of the | |
| 27 | 27 | legislative session. |
