| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Sections 211.013(c) and (d), Local Government |
|---|
| 11 | 11 | | Code, are amended to read as follows: |
|---|
| 12 | 12 | | (c) This subchapter does not apply to a building, other |
|---|
| 13 | 13 | | structure, or land under the control, administration, or |
|---|
| 14 | 14 | | jurisdiction of a political subdivision of the state or a state or |
|---|
| 15 | 15 | | federal agency. |
|---|
| 16 | 16 | | (d) This subchapter applies to a privately owned building or |
|---|
| 17 | 17 | | other structure and privately owned land when leased to a political |
|---|
| 18 | 18 | | subdivision of the state or a state agency. |
|---|
| 19 | 19 | | SECTION 2. Section 214.904, Local Government Code, is |
|---|
| 20 | 20 | | amended by adding Subsection (e) to read as follows: |
|---|
| 21 | 21 | | (e) Each municipality shall adopt procedures for expediting |
|---|
| 22 | 22 | | the processing of an application for a permit submitted under this |
|---|
| 23 | 23 | | section by an independent school district. |
|---|
| 24 | 24 | | SECTION 3. Not later than March 31, 2018, each municipality |
|---|
| 25 | 25 | | shall adopt expedited procedures for processing school district |
|---|
| 26 | 26 | | permit applications as required by Section 214.904(e), Local |
|---|
| 27 | 27 | | Government Code, as added by this Act. |
|---|
| 28 | 28 | | SECTION 4. This Act takes effect December 1, 2017. |
