| 9 | 9 | | subdivision. |
|---|
| 10 | 10 | | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 11 | 11 | | SECTION 1. Article XVI, Texas Constitution, is amended by |
|---|
| 12 | 12 | | adding Section 30c to read as follows: |
|---|
| 13 | 13 | | Sec. 30c. (a) The legislature by general law shall require |
|---|
| 14 | 14 | | a political subdivision of this state that is governed by one or |
|---|
| 15 | 15 | | more elected officers to establish a limit on the number of terms a |
|---|
| 16 | 16 | | person may be elected to serve in an office of the political |
|---|
| 17 | 17 | | subdivision to ensure that a person may not serve longer than 12 |
|---|
| 18 | 18 | | years in an office. |
|---|
| 19 | 19 | | (b) An officer who has been elected to serve for the maximum |
|---|
| 20 | 20 | | number of terms established by the political subdivision as |
|---|
| 21 | 21 | | required by Subsection (a) of this section is not eligible for |
|---|
| 22 | 22 | | election to serve an additional term of that office. |
|---|
| 23 | 23 | | SECTION 2. The following temporary provision is added to |
|---|
| 24 | 24 | | the Texas Constitution: |
|---|
| 25 | 25 | | TEMPORARY PROVISION. (a) This temporary provision applies |
|---|
| 26 | 26 | | to the constitutional amendment proposed by the 85th Legislature, |
|---|
| 27 | 27 | | 1st Called Session, 2017, requiring a political subdivision of this |
|---|
| 28 | 28 | | state to limit the number of terms for which a person may be elected |
|---|
| 29 | 29 | | to hold an office of the political subdivision. |
|---|
| 30 | 30 | | (b) A term that begins before January 1, 2020, is not |
|---|
| 31 | 31 | | counted in determining whether a person is eligible to serve under |
|---|
| 32 | 32 | | Section 30c, Article XVI, of this constitution. |
|---|
| 33 | 33 | | (c) This temporary provision expires February 1, 2036. |
|---|
| 34 | 34 | | SECTION 3. This proposed constitutional amendment shall be |
|---|
| 35 | 35 | | submitted to the voters at an election to be held November 6, 2018. |
|---|
| 36 | 36 | | The ballot shall be printed to permit voting for or against the |
|---|
| 37 | 37 | | proposition: "The constitutional amendment requiring a political |
|---|
| 38 | 38 | | subdivision to limit the number of terms of its officers so that a |
|---|
| 39 | 39 | | person may not hold an elected office of the political subdivision |
|---|
| 40 | 40 | | for longer than 12 years." |
