9 | 9 | BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: | |
10 | 10 | SECTION 1. Section 56, Article III, Texas Constitution, is | |
11 | 11 | amended by adding Subsection (c) to read as follows: | |
12 | 12 | (c) The Legislature shall impose on any special purpose | |
13 | 13 | district created after December 31, 2018 under general law or by | |
14 | 14 | special local law a maximum rate of ad valorem tax for maintenance | |
15 | 15 | and operations and a maximum amount of debt that may be authorized | |
16 | 16 | by the district. | |
17 | 17 | SECTION 2. This proposed constitutional amendment shall be | |
18 | 18 | submitted to the voters at an election to be held November 7, 2017. | |
19 | 19 | The ballot shall be printed to permit voting for or against the | |
20 | 20 | proposition: "The constitutional amendment requiring the | |
21 | 21 | Legislature to establish limitations on the rate of taxation and | |
22 | 22 | amount of debt for special purpose districts created by general law | |
23 | 23 | or special local law." |
