44 A JOINT RESOLUTION
55 proposing a constitutional amendment requiring the Legislature to
66 establish limitations on the rate of taxation and amount of debt for
77 special purpose districts created by general law or special local
88 law.
99 BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Section 56, Article III, Texas Constitution, is
1111 amended by adding Subsection (c) to read as follows:
1212 (c) The Legislature shall impose on any special purpose
1313 district created after December 31, 2018 under general law or by
1414 special local law a maximum rate of ad valorem tax for maintenance
1515 and operations and a maximum amount of debt that may be authorized
1616 by the district.
1717 SECTION 2. This proposed constitutional amendment shall be
1818 submitted to the voters at an election to be held November 7, 2017.
1919 The ballot shall be printed to permit voting for or against the
2020 proposition: "The constitutional amendment requiring the
2121 Legislature to establish limitations on the rate of taxation and
2222 amount of debt for special purpose districts created by general law
2323 or special local law."
