H.R. No. 131 R E S O L U T I O N WHEREAS, Ricardo Flores, a 2017 graduate of the Americas High School Libertas Academy in El Paso, has been named the 2017 Student of the Year by the National Speech & Debate Association; and WHEREAS, This prestigious award is given each year to a graduating senior from the National Speech & Debate Association who best represents the organization's code of honor, which emphasizes integrity, humility, respect, leadership, and service; and WHEREAS, A most deserving recipient, Ricardo Flores graduated fourth in his class from the law and government magnet program at the Libertas Academy, and as a senior, he qualified in five events at the Texas Forensic Association State Tournament; during his exemplary high school career, he served as head captain of the forensics team, as president of the National Technical Honor Society, as parliamentarian of the National Honor Society, and as a member of the district superintendent's student advisory committee; moreover, he generously gave of his time and talents to assist with a number of worthy volunteer projects; and WHEREAS, This notable young Texan has demonstrated exceptional initiative and determination in the pursuit of his goals, and he may indeed reflect with pride on this high honor as he looks ahead to a future bright with promise; now, therefore, be it RESOLVED, That the House of Representatives of the 85th Texas Legislature, 1st Called Session, hereby congratulate Ricardo Flores on his selection as the National Speech & Debate Association 2017 Student of the Year and extend to him sincere best wishes for continued success; and, be it further RESOLVED, That an official copy of this resolution be prepared for Mr. Flores as an expression of high regard by the Texas House of Representatives.
