45 R E S O L U T I O N
56 WHEREAS, The Texas Agricultural Land Trust, which diligently
67 works to conserve our state's heritage of agricultural lands,
78 wildlife habitats, and natural resources, is celebrating its 10th
89 anniversary with a Celebratory Texas Ranch BBQ on October 12, 2017,
910 at the historic McFaddin Ranch; and
1011 WHEREAS, Twenty-seven million residents are blessed to live
1112 in Texas, a state with abundant natural beauty and biodiversity in
1213 every corner; the Lone Star State covers a land and water area
1314 totaling more than 268,000 square miles, the most of any state in
1415 the continental United States; and
1516 WHEREAS, Farming and ranching have been ingrained into the
1617 very fabric of Texas, from the earliest settlers to the present-day
1718 farmers and ranchers who work nearly 250,000 farms and ranches;
1819 this is more than double the number in the second leading state,
1920 which boasts just over 100,000 farms and ranches; Texas farms and
2021 ranches, including privately owned forestland, total over 140
2122 million acres and encompass approximately 84 percent of the state's
2223 total land area; and
2324 WHEREAS, Agricultural families produce the food and fiber
2425 that help feed and clothe suburban and urban Texans, Americans in
2526 other states, and many citizens of other countries; Texas is a
2627 leader in the U.S. production of beef and several types of fruit,
2728 vegetable, and fiber crops; and
2829 WHEREAS, Today's family-owned farms and ranches face many of
2930 the same challenges encountered by their pioneer forefathers, such
3031 as severe weather, predation, and fluctuating prices; present-day
3132 farmers and ranchers also face the challenge of the fragmentation
3233 of land due to multiple heirs, estate taxation, and the
3334 urbanization of Texas that has followed the rapid growth of
3435 municipalities; farm and ranch land in the United States has been
3536 disappearing at an accelerated pace since the 1960s, and Texas has
3637 experienced this same trend; to address this issue, in 2005 the
3738 American Farmland Trust brought together farmers, ranchers, and
3839 stakeholder organizations, such as the Texas and Southwestern
3940 Cattle Raisers Association, the Texas Wildlife Association, and the
4041 Texas Farm Bureau; and
4142 WHEREAS, The result of this effort was the creation of the
4243 nonprofit Texas Agricultural Land Trust, the sole mission of which
4344 is to promote the conservation of agricultural lands and native
4445 wildlife habitat on privately owned lands, while also guaranteeing
4546 each landowner's private property rights; the Texas Agricultural
4647 Land Trust's mission is not to own land, but it instead seeks to
4748 work with landowners who love their land and want to conserve it for
4849 future generations through conservation easements; this voluntary
4950 land use management tool is used to conserve land and natural
5051 resources while ensuring that the landowner continues to own the
5152 property and to use it for farming, ranching, and hunting; each
5253 conservation easement is individually tailored and can also help to
5354 lower income and estate taxes; in several instances, the Texas
5455 Agricultural Land Trust has helped private landowners reconstitute
5556 their once fragmented family farms and ranches to re-create the
5657 original family tract, or one that is as similar to the original as
5758 possible; and
5859 WHEREAS, Governed by a board of directors made up of
5960 landowners and managed by a staff experienced in ranch and farm
6061 management and wildlife conservation, the Texas Agricultural Land
6162 Trust has worked with farmers, ranchers, and forest owners across
6263 the state to conserve more than 226,000 acres; the organization's
6364 current board of directors is led by Chairman Clark Willingham,
6465 Vice Chairman Bob McCan, Secretary Caroleene Hardee Dobson, and
6566 Treasurer John Dudley; the members of the board include Perry
6667 R. Bass II, Mark Bivins, Jim Bradbury, Charles Davidson, Norman
6768 R. Garza Jr., Steve C. Lewis, Richard M. Lucas Jr., Larry
6869 Mellenbruch, Rick Peebles, Robert J. Potts, Jane Richardson, Ed
6970 Small, Julie Kelleher Stacy, and Jesse Womack; and
7071 WHEREAS, The daily operations of the Texas Agricultural Land
7172 Trust are ably conducted by Chief Executive Officer Blair
7273 Fitzsimons and her team, Chief Operating Officer James Oliver,
7374 Stewardship Director Ken Cearley, Finance Director Dina McIlhenny,
7475 Outreach and Communications Manager Jenny Sanders, Executive
7576 Assistant and Office Manager Lorie Talamantez, Development
7677 Coordinator Sandra Velarde, and External Legal Counsel Arthur Uhl;
7778 and
7879 WHEREAS, The iconic wide-open spaces of Texas provide
7980 immeasurable tangible and intangible benefits to this state and
8081 constitute an essential part of its identity, and the Texas
8182 Agricultural Land Trust is playing a vital role in preserving and
8283 protecting this precious heritage; now, therefore, be it
8384 RESOLVED, That the House of Representatives of the 85th Texas
8485 Legislature, 1st Called Session, hereby commemorate the 10th
8586 anniversary of the Texas Agricultural Land Trust and extend to all
8687 those associated with the trust sincere best wishes for continued
8788 success in their important work; and, be it further
8889 RESOLVED, That an official copy of this resolution be
8990 prepared for the Texas Agricultural Land Trust as an expression of
9091 high regard by the Texas House of Representatives.
