---|
5 | 6 | | WHEREAS, The Texas Agricultural Land Trust, which diligently |
---|
6 | 7 | | works to conserve our state's heritage of agricultural lands, |
---|
7 | 8 | | wildlife habitats, and natural resources, is celebrating its 10th |
---|
8 | 9 | | anniversary with a Celebratory Texas Ranch BBQ on October 12, 2017, |
---|
9 | 10 | | at the historic McFaddin Ranch; and |
---|
10 | 11 | | WHEREAS, Twenty-seven million residents are blessed to live |
---|
11 | 12 | | in Texas, a state with abundant natural beauty and biodiversity in |
---|
12 | 13 | | every corner; the Lone Star State covers a land and water area |
---|
13 | 14 | | totaling more than 268,000 square miles, the most of any state in |
---|
14 | 15 | | the continental United States; and |
---|
15 | 16 | | WHEREAS, Farming and ranching have been ingrained into the |
---|
16 | 17 | | very fabric of Texas, from the earliest settlers to the present-day |
---|
17 | 18 | | farmers and ranchers who work nearly 250,000 farms and ranches; |
---|
18 | 19 | | this is more than double the number in the second leading state, |
---|
19 | 20 | | which boasts just over 100,000 farms and ranches; Texas farms and |
---|
20 | 21 | | ranches, including privately owned forestland, total over 140 |
---|
21 | 22 | | million acres and encompass approximately 84 percent of the state's |
---|
22 | 23 | | total land area; and |
---|
23 | 24 | | WHEREAS, Agricultural families produce the food and fiber |
---|
24 | 25 | | that help feed and clothe suburban and urban Texans, Americans in |
---|
25 | 26 | | other states, and many citizens of other countries; Texas is a |
---|
26 | 27 | | leader in the U.S. production of beef and several types of fruit, |
---|
27 | 28 | | vegetable, and fiber crops; and |
---|
28 | 29 | | WHEREAS, Today's family-owned farms and ranches face many of |
---|
29 | 30 | | the same challenges encountered by their pioneer forefathers, such |
---|
30 | 31 | | as severe weather, predation, and fluctuating prices; present-day |
---|
31 | 32 | | farmers and ranchers also face the challenge of the fragmentation |
---|
32 | 33 | | of land due to multiple heirs, estate taxation, and the |
---|
33 | 34 | | urbanization of Texas that has followed the rapid growth of |
---|
34 | 35 | | municipalities; farm and ranch land in the United States has been |
---|
35 | 36 | | disappearing at an accelerated pace since the 1960s, and Texas has |
---|
36 | 37 | | experienced this same trend; to address this issue, in 2005 the |
---|
37 | 38 | | American Farmland Trust brought together farmers, ranchers, and |
---|
38 | 39 | | stakeholder organizations, such as the Texas and Southwestern |
---|
39 | 40 | | Cattle Raisers Association, the Texas Wildlife Association, and the |
---|
40 | 41 | | Texas Farm Bureau; and |
---|
41 | 42 | | WHEREAS, The result of this effort was the creation of the |
---|
42 | 43 | | nonprofit Texas Agricultural Land Trust, the sole mission of which |
---|
43 | 44 | | is to promote the conservation of agricultural lands and native |
---|
44 | 45 | | wildlife habitat on privately owned lands, while also guaranteeing |
---|
45 | 46 | | each landowner's private property rights; the Texas Agricultural |
---|
46 | 47 | | Land Trust's mission is not to own land, but it instead seeks to |
---|
47 | 48 | | work with landowners who love their land and want to conserve it for |
---|
48 | 49 | | future generations through conservation easements; this voluntary |
---|
49 | 50 | | land use management tool is used to conserve land and natural |
---|
50 | 51 | | resources while ensuring that the landowner continues to own the |
---|
51 | 52 | | property and to use it for farming, ranching, and hunting; each |
---|
52 | 53 | | conservation easement is individually tailored and can also help to |
---|
53 | 54 | | lower income and estate taxes; in several instances, the Texas |
---|
54 | 55 | | Agricultural Land Trust has helped private landowners reconstitute |
---|
55 | 56 | | their once fragmented family farms and ranches to re-create the |
---|
56 | 57 | | original family tract, or one that is as similar to the original as |
---|
57 | 58 | | possible; and |
---|
58 | 59 | | WHEREAS, Governed by a board of directors made up of |
---|
59 | 60 | | landowners and managed by a staff experienced in ranch and farm |
---|
60 | 61 | | management and wildlife conservation, the Texas Agricultural Land |
---|
61 | 62 | | Trust has worked with farmers, ranchers, and forest owners across |
---|
62 | 63 | | the state to conserve more than 226,000 acres; the organization's |
---|
63 | 64 | | current board of directors is led by Chairman Clark Willingham, |
---|
64 | 65 | | Vice Chairman Bob McCan, Secretary Caroleene Hardee Dobson, and |
---|
65 | 66 | | Treasurer John Dudley; the members of the board include Perry |
---|
66 | 67 | | R. Bass II, Mark Bivins, Jim Bradbury, Charles Davidson, Norman |
---|
67 | 68 | | R. Garza Jr., Steve C. Lewis, Richard M. Lucas Jr., Larry |
---|
68 | 69 | | Mellenbruch, Rick Peebles, Robert J. Potts, Jane Richardson, Ed |
---|
69 | 70 | | Small, Julie Kelleher Stacy, and Jesse Womack; and |
---|
70 | 71 | | WHEREAS, The daily operations of the Texas Agricultural Land |
---|
71 | 72 | | Trust are ably conducted by Chief Executive Officer Blair |
---|
72 | 73 | | Fitzsimons and her team, Chief Operating Officer James Oliver, |
---|
73 | 74 | | Stewardship Director Ken Cearley, Finance Director Dina McIlhenny, |
---|
74 | 75 | | Outreach and Communications Manager Jenny Sanders, Executive |
---|
75 | 76 | | Assistant and Office Manager Lorie Talamantez, Development |
---|
76 | 77 | | Coordinator Sandra Velarde, and External Legal Counsel Arthur Uhl; |
---|
77 | 78 | | and |
---|
78 | 79 | | WHEREAS, The iconic wide-open spaces of Texas provide |
---|
79 | 80 | | immeasurable tangible and intangible benefits to this state and |
---|
80 | 81 | | constitute an essential part of its identity, and the Texas |
---|
81 | 82 | | Agricultural Land Trust is playing a vital role in preserving and |
---|
82 | 83 | | protecting this precious heritage; now, therefore, be it |
---|
83 | 84 | | RESOLVED, That the House of Representatives of the 85th Texas |
---|
84 | 85 | | Legislature, 1st Called Session, hereby commemorate the 10th |
---|
85 | 86 | | anniversary of the Texas Agricultural Land Trust and extend to all |
---|
86 | 87 | | those associated with the trust sincere best wishes for continued |
---|
87 | 88 | | success in their important work; and, be it further |
---|
88 | 89 | | RESOLVED, That an official copy of this resolution be |
---|
89 | 90 | | prepared for the Texas Agricultural Land Trust as an expression of |
