| 9 | 10 | | WHEREAS, Located in medically underserved areas, health |

| 10 | 11 | | centers are the principal source of care for over 24 million |

| 11 | 12 | | Americans; through more than 9,000 delivery sites across the |

| 12 | 13 | | nation, these facilities provide treatment to 1 out of every 13 |

| 13 | 14 | | people living in the United States, and every center is governed by |
|---|
| 14 | 15 | | locally controlled patient-majority boards, making them responsive |
|---|
| 15 | 16 | | to the individual needs of their community; and |
|---|
| 16 | 17 | | WHEREAS, Texas community health centers care for more than |
|---|
| 17 | 18 | | 1.2 million people at over 450 delivery sites in 122 counties; in |
|---|
| 18 | 19 | | addition, these centers employ more than 9,500 Texans on a |
|---|
| 19 | 20 | | full-time equivalent basis and generate over $1.4 billion in |

| 20 | 21 | | economic activity each year; and |
|---|
| 21 | 22 | | WHEREAS, Established in 1973, United Medical Centers |

| 22 | 23 | | annually help to meet the needs of nearly 30,000 patients in Eagle |

| 23 | 24 | | Pass, Del Rio, Brackettville, and surrounding areas; UMC clinics |

| 24 | 25 | | offer a broad range of services, including pediatric care, family |

| 25 | 26 | | medicine, well-woman and obstetric care, dentistry, laboratory and |

| 26 | 27 | | radiology, family planning, nutrition counseling, pharmacy, and |

| 27 | 28 | | more, which are provided on a sliding fee scale to ensure that no |
