| 10 | 11 | | to exchange ideas, build leadership skills, advocate national |

| 11 | 12 | | policy issues, and increase the public's understanding of local |

| 13 | 14 | | WHEREAS, Mr. Brooks has been active in the association since |

| 14 | 15 | | 1991, and he most recently served as chair of its Large Urban County |

| 15 | 16 | | Caucus; over the years, he has been a member of the group's board of |
|---|
| 16 | 17 | | directors, and he has chaired the Health Reform Subcommittee of its |

| 17 | 18 | | Health Steering Committee as well as the Healthy Counties |

| 19 | 20 | | WHEREAS, This notable Texan was elected a Tarrant County |

| 20 | 21 | | commissioner in 2004, and since taking office, he has supported a |

| 21 | 22 | | range of causes related to health care access, infant mortality, |
|---|
| 22 | 23 | | obesity, criminal justice reform, mental health, and AIDS |

| 23 | 24 | | awareness; he has also played a vital role in the Tarrant County |

| 24 | 25 | | Ex-Offender Re-Entry Program, the Nurse Family Partnership, and the |

| 25 | 26 | | Blue Ribbon Task Force on Health Care for the Homeless, and he is |

| 26 | 27 | | the founder of the Generation Hope Laptop Program, a college |

| 27 | 28 | | preparatory initiative targeting middle school students; moreover, |

| 28 | 29 | | he gives of his time and talents as chair of the National |
|---|
| 29 | 30 | | Organization of Black County Officials, and he is a longtime |
