45 R E S O L U T I O N
56 WHEREAS, A rich and purposeful life drew to a close with the
67 passing of John Mills Carter Sr. of Fort Worth on June 23, 2017, at
78 the age of 81; and
89 WHEREAS, A native of Shreveport, Louisiana, Mr. Carter was
910 born on June 6, 1936; he graduated from Booker T. Washington High
1011 School in 1955, and after completing his education at Spaulding
1112 Business College, he followed in his father's footsteps by
1213 embarking on a career in the food service industry; and
1314 WHEREAS, Mr. Carter owned a small café and nightclub in
1415 Louisiana before moving to Texas in 1961; he went on to manage
1516 several restaurants in the Dallas/Fort Worth area, and in 1992, he
1617 opened John Carter's Place in Fort Worth; under his leadership, the
1718 restaurant became a mainstay within the community, and over the
1819 years, it received a number of honors, including multiple Best of
1920 Tarrant County awards; after closing that establishment,
2021 Mr. Carter continued to operate a catering business before passing
2122 the reins on to his family; and
2223 WHEREAS, This esteemed Texan earned a host of accolades for
2324 his professional and civic engagement; he was recognized as a
2425 Coca-Cola African-American Hero, a Quest for Success honoree, and a
2526 Dr. Marion J. Brooks Living Legend, and he also received an award
2627 for his advocacy in behalf of the youth of Tarrant County; and
2728 WHEREAS, Sustained by a deep and abiding faith, John Carter
2829 was a longtime congregant at the Greater Mount Tabor Christian
2930 Center, where he sang baritone with the senior choir; he
3031 additionally served the church as a deacon and Sunday school
3132 teacher and as a member of the executive leadership council and the
3233 food service ministry; and
3334 WHEREAS, Mr. Carter was a devoted husband to his wife of 55
3435 years, Louella, and the proud father of three children, Robert,
3536 Denise, and John Carter Jr.; he also took great delight in time
3637 spent with his grandchildren and great-grandchildren; and
3738 WHEREAS, Although John Carter will be deeply missed, he has
3839 left his family and friends with a wealth of memories that they will
3940 forever treasure; now, therefore, be it
4041 RESOLVED, That the House of Representatives of the 85th Texas
4142 Legislature, 1st Called Session, hereby pay tribute to the life of
4243 John Mills Carter Sr. and extend sincere condolences to all those
4344 who mourn his passing; and, be it further
4445 RESOLVED, That an official copy of this resolution be
4546 prepared for his family and that when the Texas House of
4647 Representatives adjourns this day, it do so in memory of John
4748 Carter.
