| 5 | 6 | | WHEREAS, Inventor and community leader Fred Newman is being |

| 7 | 8 | | Basin Petroleum Pioneers at an event at the Petroleum Museum in |

| 8 | 9 | | Midland on October 6, 2017; and |

| 9 | 10 | | WHEREAS, A native of Louisiana, Mr. Newman began tinkering at |
|---|
| 10 | 11 | | an early age; during high school, he worked as a mechanic and TV |
|---|
| 11 | 12 | | repairman and also won several state and national science fair |
|---|
| 12 | 13 | | awards; after graduating from the University of Northwest Louisiana |
|---|
| 13 | 14 | | in 1965 with a bachelor's degree in physics and mathematics, he |
|---|
| 14 | 15 | | joined Schlumberger as a field engineer in Arkansas, and he went on |
|---|
| 15 | 16 | | to work for the company in Louisiana, Saskatchewan, Alberta, and |
|---|
| 16 | 17 | | Utah before settling in Midland, where he served as the Permian |

| 17 | 18 | | Basin completions district manager; and |
|---|
| 18 | 19 | | WHEREAS, Since 1974, Mr. Newman has worked for himself in a |
|---|
| 19 | 20 | | series of entrepreneurial endeavors; a licensed pilot, he |
|---|
| 20 | 21 | | established Basin Flying Service, as well as an oilfield consulting |
|---|
| 21 | 22 | | business, a drilling company, an oilfield technology company, and a |
|---|
| 22 | 23 | | well-service company; he currently operates oil and gas wells |
|---|
| 23 | 24 | | through his enterprise Newman Cubed; and |
|---|
| 24 | 25 | | WHEREAS, This accomplished engineer has received more than |
|---|
| 25 | 26 | | seven dozen U.S. patents for his oil-industry inventions, which |
|---|
| 26 | 27 | | include a fully robotic well-service rig; the author of more than |
|---|
| 27 | 28 | | two dozen technical and magazine articles for the Society of |
|---|
| 28 | 29 | | Petroleum Engineers and the Southwestern Petroleum Short Course |

| 29 | 30 | | Association (SWPSC), he has taught engineering refresher courses |
|---|
| 30 | 31 | | for Rike Service in North America and Europe and today serves as an |
|---|
| 31 | 32 | | adjunct professor at Midland College; and |
|---|
| 32 | 33 | | WHEREAS, Deeply involved in his community, Mr. Newman joined |

| 33 | 34 | | with his wife, Chris, in helping to establish the Hope House |
|---|
| 34 | 35 | | residence for patients at the Allison Cancer Center; he has also |

| 35 | 36 | | served on the Midland Independent School District Board of |
|---|
| 36 | 37 | | Trustees, the MARC Board of Directors, and the Midland College |

| 37 | 38 | | Aviation Advisory Board; his previous honors include the Stonneger |

| 38 | 39 | | Pioneering Award from the SWPSC, the Wade Whitely Award from MARC, |

| 39 | 40 | | and the Beacon Award for outstanding volunteer of the year from the |

| 40 | 41 | | Nonprofit Management Center; and |

| 41 | 42 | | WHEREAS, Fred Newman has been an exceptional leader and |

| 42 | 43 | | innovator in the oil and gas industry as well as a dynamic and |
|---|
| 43 | 44 | | generous member of his community, and he is truly deserving of this |

| 44 | 45 | | special recognition; now, therefore, be it |

| 45 | 46 | | RESOLVED, That the House of Representatives of the 85th Texas |

| 46 | 47 | | Legislature, 1st Called Session, hereby congratulate Fred Newman on |

| 47 | 48 | | his receipt of the Engineering Technology Award from the Permian |

| 48 | 49 | | Basin Petroleum Pioneers and extend to him sincere best wishes for |
