6 | 7 | | 2017, at the age of 77, leaving an admirable legacy of visionary |

8 | 9 | | WHEREAS, Elected to the state's highest office in 1982, |

9 | 10 | | Governor White worked tirelessly to address a number of challenging |
---|
10 | 11 | | issues, including the diversification of the Texas economy and the |
---|
11 | 12 | | implementation of comprehensive education reform, and his |
---|
12 | 13 | | achievements have had an important and lasting influence on the |
---|
13 | 14 | | Lone Star State; and |
---|
14 | 15 | | WHEREAS, The son of Sarah Elizabeth White and Mark White Sr., |
---|
15 | 16 | | Mark Wells White Jr. was born in Henderson on March 17, 1940, and |
---|
16 | 17 | | grew up in Houston; the focus he would later place on education |
---|
17 | 18 | | stemmed in part from the influence of his mother, who taught first |
---|
18 | 19 | | grade; after graduating from Houston's Lamar High School, he worked |
---|
19 | 20 | | his way through Baylor University, where he earned degrees in |
---|
20 | 21 | | business and law; and |
---|
21 | 22 | | WHEREAS, In 1966, Mr. White began his career in public |
---|
22 | 23 | | service as an assistant attorney general, and in that role, he |
---|
23 | 24 | | handled some of the state's first consumer protection |
---|
24 | 25 | | investigations; he then became a partner in private law practice in |
---|
25 | 26 | | Houston before being appointed as Texas Secretary of State by |

26 | 27 | | Governor Dolph Briscoe in 1973; just 32 years old when he took |
---|
27 | 28 | | office, he worked to modernize the state's voter registration |
---|
28 | 29 | | system, and after five years on the job, he ran for attorney |
---|
29 | 30 | | general; though considered an underdog, he triumphed in the 1978 |
---|
30 | 31 | | Democratic primary and went on to win the office in the November |
---|
31 | 32 | | election; his ability to defy the odds in political races was |

32 | 33 | | repeated four years later, when he challenged incumbent governor |

33 | 34 | | Bill Clements and was elected as the state's chief executive; and |

34 | 35 | | WHEREAS, Over the course of his tenure, Governor White was |

35 | 36 | | able to win support for a number of groundbreaking initiatives; his |

36 | 37 | | bold education reforms, highlighted by House Bill 72 enacted in |

37 | 38 | | 1984, included pay raises for educators and funding increases for |
---|
38 | 39 | | property-poor school districts, as well as the establishment of |
---|
39 | 40 | | class size limits and teacher competency tests to improve |
---|
40 | 41 | | elementary schools; he also intensified the focus on student |

41 | 42 | | achievement, championing the landmark no-pass, no-play policy that |

42 | 43 | | required students to pass all of their classes in order to |

43 | 44 | | participate in school sports, and he demonstrated similar resolve |

44 | 45 | | in securing funding for school and highway improvements; to |

45 | 46 | | diversify a state economy that had been prone to wrenching |

46 | 47 | | boom-and-bust cycles, he spearheaded the recruitment of a major |

47 | 48 | | research conglomerate, Microelectronics and Computer Technology |

48 | 49 | | Corporation, setting the stage for Austin's emergence as a |

50 | 51 | | WHEREAS, After leaving office in 1987, Governor White |

51 | 52 | | returned to the private sector, continuing his legal practice in |

52 | 53 | | Houston and serving GeoVox Security as its chair; moreover, he |

53 | 54 | | shared his expertise and commitment to service as a member of the |
---|
54 | 55 | | boards of the Baylor College of Medicine, the San Jacinto Monument |
---|
55 | 56 | | and Museum of History, the Armed Forces Foundation, and the Texas |
---|
56 | 57 | | Ranger Hall of Fame and Museum, and he chaired the Houston |

57 | 58 | | Independent School District Foundation; the school district |

58 | 59 | | appropriately named an elementary campus in his honor in 2014, and |

59 | 60 | | his numerous other accolades included a Distinguished Alumnus award |

62 | 63 | | WHEREAS, Governor White shared a long and happy marriage with |

63 | 64 | | his college sweetheart, the former Linda Gale Thompson; he was the |

64 | 65 | | proud father of three children, Mark, Andrew, and Elizabeth, and in |

65 | 66 | | later years, he delighted in the company of his nine grandchildren; |

67 | 68 | | WHEREAS, Gregarious, collegial, and charismatic, Mark White |

68 | 69 | | loved the give-and-take of politics, but he was guided above all by |

69 | 70 | | an unwavering sense of responsibility to the people of Texas; he |
