45 R E S O L U T I O N
56 WHEREAS, Family and friends will forever treasure their
67 memories of Robert G. Neill Jr. of El Paso, who died on May 30,
78 2015, at the age of 70; and
89 WHEREAS, Bob Neill was born in Passaic, New Jersey, on June 4,
910 1944, to Mildred Ziegler and Robert Neill, who served as a
1011 lieutenant colonel in the U.S. Army; the family lived in France,
1112 South Korea, and Brownwood, Texas, before settling in El Paso in
1213 1957; Mr. Neill graduated as co-valedictorian of the Irvin High
1314 School Class of 1962, and he went on to earn a bachelor's degree at
1415 Colgate University; after receiving his law degree from The
1516 University of Texas at Austin in 1970, he returned to El Paso with
1617 his new bride, Rosemary Vivero; and
1718 WHEREAS, Mr. Neill began his career in the trust department
1819 of the El Paso National Bank, where he rose to vice president; he
1920 later opened a private practice in probate law, helping countless
2021 clients over the years, no matter how difficult their cases and
2122 regardless of their ability to pay; he was a founding member and
2223 board chair of the El Paso Probate Bar Association, a fellow of the
2324 Texas Bar Foundation, and a founding board member of the El Paso
2425 Community Foundation; and
2526 WHEREAS, From his college days in Austin until the end of his
2627 life, Mr. Neill was a dedicated member of the Democratic Party,
2728 helping to run campaigns, advising candidates and elected
2829 officials, and fund-raising; he was twice a delegate to the
2930 Democratic National Convention as well as a member of the State
3031 Democratic Executive Committee and a co-chair of the state party;
3132 in 2002, he helped bring the state convention to El Paso; and
3233 WHEREAS, Devoted to his family, Mr. Neill shared 46 years of
3334 marriage with his wife, Rosemary, and he once turned down a ride on
3435 Air Force One with President Jimmy Carter to take his children,
3536 Margaret and Alex, trick-or-treating; through the years, he took
3637 great pride in his children's successes, and he later found immense
3738 joy in spending time with his granddaughters, Olivia and Evelyn;
3839 and
3940 WHEREAS, Admired for his compassion, integrity, and good
4041 humor, Bob Neill lived a life rich in personal and professional
4142 achievements, and he leaves behind a record of service that will
4243 continue to inspire all who had the good fortune to know him; now,
4344 therefore, be it
4445 RESOLVED, That the House of Representatives of the 85th Texas
4546 Legislature, 1st Called Session, hereby pay tribute to the memory
4647 of Robert G. Neill Jr. and extend heartfelt sympathy to his
4748 relatives and many friends; and, be it further
4849 RESOLVED, That an official copy of this resolution be
4950 prepared for his family and that when the Texas House of
5051 Representatives adjourns this day, it do so in memory of Bob Neill.
