| 5 | 6 | | WHEREAS, Senior Trooper Michael A. Black is retiring from the |

| 6 | 7 | | Texas Department of Public Safety on August 31, 2017, drawing to a |

| 7 | 8 | | close a notable tenure with the department that has spanned nearly a |

| 8 | 9 | | quarter century; and |
|---|
| 9 | 10 | | WHEREAS, Michael Black previously served his nation as a |
|---|
| 10 | 11 | | specialist crewman in the U.S. Navy from 1977 to 1981; he joined the |
|---|
| 11 | 12 | | DPS in February 1994 as a member of the Headquarters Security |
|---|
| 12 | 13 | | Service in Austin, and in 1996, he was assigned to the State Capitol |
|---|
| 13 | 14 | | as a police officer; reclassified as a Highway Patrol trooper on |
|---|
| 14 | 15 | | January 1, 2001, he continued to rise steadily through the ranks, |
|---|
| 15 | 16 | | achieving promotion to senior trooper in August 2016; he is |
|---|
| 16 | 17 | | certified as a master peace officer by the Texas Commission on Law |
|---|
| 17 | 18 | | Enforcement; and |
|---|
| 18 | 19 | | WHEREAS, Appreciative of Trooper Black's cordial personality |
|---|
| 19 | 20 | | and "can-do" attitude, many legislators have come to rely upon him |
|---|
| 20 | 21 | | for assistance over the years; he is known for his extensive |
|---|
| 21 | 22 | | knowledge of the State Capitol and the Capitol Complex, and he has |
|---|
| 22 | 23 | | often been given special assignments by his superiors; in addition, |
|---|
| 23 | 24 | | he was a member of the Region VI DPS honor guard, and he played a |
|---|
| 24 | 25 | | leading role in the establishment of the Region VII DPS honor guard, |
|---|
| 25 | 26 | | where he currently serves as team leader; and |
|---|
| 26 | 27 | | WHEREAS, In all his endeavors, Trooper Black enjoys the love |
|---|
| 27 | 28 | | and support of his wife, Lufanda Faye Black; he is the proud father |
|---|
| 28 | 29 | | of four children, Tremeka Devo, Shimiere Turner, Tiffany Turner, |
|---|
| 29 | 30 | | and Michael A. Deshay, and a doting grandfather to Daurian Turner |
|---|
| 30 | 31 | | and to Endiya and Brayden Devo; a man of strong religious faith, |

| 31 | 32 | | Trooper Black is also active in his church; and |

| 32 | 33 | | WHEREAS, Michael Black's expertise, professionalism, and |

| 33 | 34 | | devotion to the core values of the DPS have greatly benefited the |

| 34 | 35 | | citizens of Texas, and he may indeed reflect with pride on a career |
