 R E S O L U T I O N
 WHEREAS, Our communities draw immeasurable strength from
 individuals like Kathryn Lucero, whose work with the Texas
 Secretary of State Colonias Program has contributed significantly
 to the quality of life in El Paso County; and
 WHEREAS, Since 2009, Ms. Lucero has served as an El
 Paso-based ombudsperson for the Texas Secretary of State Colonias
 Program, an initiative to provide water and wastewater services
 along the Texas/Mexico border; in this role, she assesses the needs
 of the community, helps oversee infrastructure projects, and
 conducts meetings with state agencies, elected officials,
 municipal and county governments, utility companies, and nonprofit
 organizations; she has further benefited residents of the colonias
 through her instrumental role in establishing a series of financial
 literacy workshops; and
 WHEREAS, This notable Texan has also given generously of her
 time and talents as a member of the Ysleta Independent School
 District Board of Trustees, as commissioner for the El Paso County
 Housing Authority Board, and as secretary of the Ysleta Education
 Foundation board; she holds a bachelor's degree in social
 psychology from Park University and a master's degree in human
 resources from Webster University; and
 WHEREAS, Kathryn Lucero has demonstrated a long-standing
 commitment to ensuring that her fellow citizens have access to
 vital resources and services, and she is indeed deserving of
 recognition for her tireless efforts; now, therefore, be it
 RESOLVED, That the House of Representatives of the 85th Texas
 Legislature, 1st Called Session, hereby commend Kathryn Lucero on
 her contributions to the Texas Secretary of State Colonias Program
 and extend to her sincere best wishes for continued success with her
 important work; and, be it further
 RESOLVED, That an official copy of this resolution be
 prepared for Ms. Lucero as an expression of high regard by the Texas
 House of Representatives.
