| 10 | 11 | | Juneteenth festival, which commemorates the official end of slavery |

| 12 | 13 | | WHEREAS, On June 19, 1865, in Galveston, Major General Gordon |

| 13 | 14 | | Granger issued an order in accordance with the Emancipation |

| 14 | 15 | | Proclamation, freeing all the slaves in the State of Texas; in the |

| 15 | 16 | | years since, the anniversary of this act of liberation has been |

| 16 | 17 | | celebrated with gatherings that are both joyful and reflective; |

| 17 | 18 | | layered with meaning, these Juneteenth observances pay tribute to |

| 18 | 19 | | all those who endured the rigors of slavery, honor their |

| 19 | 20 | | immeasurable contributions to the development of this state and |

| 20 | 21 | | nation, and recognize the myriad accomplishments of the generations |

| 22 | 23 | | WHEREAS, Through her outstanding performance in the 2017 Miss |

| 23 | 24 | | Juneteenth Baytown Pageant, Meshaila Favard has brought great pride |
