55 A BILL TO BE ENTITLED
66 AN ACT
77 relating to pregnancy-related deaths and maternal morbidity and the
88 creation of a maternal health care quality improvement program.
99 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
1010 SECTION 1. Chapter 34, Health and Safety Code, is amended by
1111 adding Section 34.0155 to read as follows:
1212 Sec. 34.0155. MATERNAL HEALTH CARE QUALITY IMPROVEMENT
1313 PROGRAM. (a) The commission, department, and task force shall
1414 implement a program to distribute maternal safety informational
1515 materials to health care providers in this state to improve the
1616 health care response for leading causes of preventable death among
1717 pregnant and postpartum women.
1818 (b) The commission, department, and task force shall
1919 develop maternal safety informational materials that include tools
2020 and procedures based on best practices for common medical issues in
2121 maternal health. The informational materials must include for each
2222 maternal health issue:
2323 (1) care guidelines accessible in multiple formats,
2424 including paper and electronic;
2525 (2) a guide for implementing best practices in care
2626 provided by hospitals; and
2727 (3) a slide set for professional education focused on
2828 maternal health care.
2929 (c) Not later than December 1 of each even-numbered year,
3030 the commission shall submit to the governor, the lieutenant
3131 governor, the speaker of the house of representatives, the
3232 Legislative Budget Board, and the appropriate standing committees
3333 of the legislature a written report that includes:
3434 (1) a summary of the program's implementation and
3535 outcomes; and
3636 (2) a summary on the feasibility of adding a provider's
3737 use of procedures included in the maternal safety informational
3838 materials as an indicator of quality for commission data.
3939 SECTION 2. This Act takes effect immediately if it receives
4040 a vote of two-thirds of all the members elected to each house, as
4141 provided by Section 39, Article III, Texas Constitution. If this
4242 Act does not receive the vote necessary for immediate effect, this
4343 Act takes effect on the 91st day after the last day of the
4444 legislative session.
