| 7 | 7 | | relating to pregnancy-related deaths and maternal morbidity and the |
|---|
| 8 | 8 | | creation of a maternal health care quality improvement program. |
|---|
| 9 | 9 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

| 10 | 10 | | SECTION 1. Chapter 34, Health and Safety Code, is amended by |
|---|
| 11 | 11 | | adding Section 34.0155 to read as follows: |
|---|
| 12 | 12 | | Sec. 34.0155. MATERNAL HEALTH CARE QUALITY IMPROVEMENT |
|---|
| 13 | 13 | | PROGRAM. (a) The commission, department, and task force shall |
|---|
| 14 | 14 | | implement a program to distribute maternal safety informational |
|---|
| 15 | 15 | | materials to health care providers in this state to improve the |
|---|
| 16 | 16 | | health care response for leading causes of preventable death among |
|---|
| 17 | 17 | | pregnant and postpartum women. |
|---|
| 18 | 18 | | (b) The commission, department, and task force shall |
|---|
| 19 | 19 | | develop maternal safety informational materials that include tools |
|---|
| 20 | 20 | | and procedures based on best practices for common medical issues in |
|---|
| 21 | 21 | | maternal health. The informational materials must include for each |
|---|
| 22 | 22 | | maternal health issue: |
|---|
| 23 | 23 | | (1) care guidelines accessible in multiple formats, |
|---|
| 24 | 24 | | including paper and electronic; |
|---|
| 25 | 25 | | (2) a guide for implementing best practices in care |
|---|
| 26 | 26 | | provided by hospitals; and |
|---|
| 27 | 27 | | (3) a slide set for professional education focused on |
|---|
| 28 | 28 | | maternal health care. |
|---|
| 29 | 29 | | (c) Not later than December 1 of each even-numbered year, |
|---|
| 30 | 30 | | the commission shall submit to the governor, the lieutenant |
|---|
| 31 | 31 | | governor, the speaker of the house of representatives, the |
|---|
| 32 | 32 | | Legislative Budget Board, and the appropriate standing committees |
|---|
| 33 | 33 | | of the legislature a written report that includes: |
|---|
| 34 | 34 | | (1) a summary of the program's implementation and |
|---|
| 35 | 35 | | outcomes; and |
|---|
| 36 | 36 | | (2) a summary on the feasibility of adding a provider's |
|---|
| 37 | 37 | | use of procedures included in the maternal safety informational |
|---|
| 38 | 38 | | materials as an indicator of quality for commission data. |
|---|
| 39 | 39 | | SECTION 2. This Act takes effect immediately if it receives |
|---|
| 40 | 40 | | a vote of two-thirds of all the members elected to each house, as |
|---|
| 41 | 41 | | provided by Section 39, Article III, Texas Constitution. If this |
|---|
| 42 | 42 | | Act does not receive the vote necessary for immediate effect, this |
|---|
| 43 | 43 | | Act takes effect on the 91st day after the last day of the |
|---|
| 44 | 44 | | legislative session. |
