77 relating to a strategic plan to address postpartum depression.
88 BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
99 SECTION 1. Subchapter B, Chapter 32, Health and Safety
1010 Code, is amended by adding Section 32.046 to read as follows:
1111 Sec. 32.046. POSTPARTUM DEPRESSION STRATEGIC PLAN. (a) In
1212 this section, "postpartum depression" means a disorder with
1313 postpartum onset that is categorized as a mood disorder by the
1414 American Psychiatric Association in the Diagnostic and Statistical
1515 Manual of Mental Disorders, 5th Edition (DSM-5), or a subsequent
1616 edition adopted by rule by the executive commissioner.
1717 (b) The executive commissioner shall develop and the
1818 department shall implement a five-year strategic plan to improve
1919 access to postpartum depression screening, referral, treatment,
2020 and support services. Not later than September 1 of the last fiscal
2121 year in each five-year period, the executive commissioner shall
2222 develop a new strategic plan for the next five fiscal years
2323 beginning with the following fiscal year.
2424 (c) The strategic plan required under this section must
2525 provide strategies to:
2626 (1) increase awareness among state-administered
2727 program providers who may serve women who are at risk of or are
2828 experiencing postpartum depression about the prevalence and
2929 effects of postpartum depression on outcomes for women and
3030 children;
3131 (2) establish a referral network of community-based
3232 mental health providers and support services addressing postpartum
3333 depression;
3434 (3) increase women's access to formal and informal
3535 peer support services, including access to certified peer
3636 specialists who have received additional training related to
3737 postpartum depression;
3838 (4) raise public awareness of and reduce the stigma
3939 related to postpartum depression; and
4040 (5) leverage sources of funding to support existing
4141 community-based postpartum depression screening, referral,
4242 treatment, and support services.
4343 (d) The executive commissioner shall coordinate with the
4444 statewide health coordinating council, the office of mental health
4545 coordination, and the statewide behavioral health coordinating
4646 council in developing the strategic plan under this section.
4747 (e) The executive commissioner shall update annually the
4848 strategic plan developed under this section.
4949 SECTION 2. Not later than September 1, 2018, the executive
5050 commissioner of the Health and Human Services Commission shall
5151 develop the initial strategic plan required by Section 32.046,
5252 Health and Safety Code, as added by this Act.
5353 SECTION 3. This Act takes effect immediately if it receives
5454 a vote of two-thirds of all the members elected to each house, as
5555 provided by Section 39, Article III, Texas Constitution. If this
5656 Act does not receive the vote necessary for immediate effect, this
5757 Act takes effect December 1, 2017.
