8 | 8 | | BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |

9 | 9 | | SECTION 1. Subchapter B, Chapter 32, Health and Safety |
---|
10 | 10 | | Code, is amended by adding Section 32.046 to read as follows: |

11 | 11 | | Sec. 32.046. POSTPARTUM DEPRESSION STRATEGIC PLAN. (a) In |
---|
12 | 12 | | this section, "postpartum depression" means a disorder with |
---|
13 | 13 | | postpartum onset that is categorized as a mood disorder by the |
---|
14 | 14 | | American Psychiatric Association in the Diagnostic and Statistical |
---|
15 | 15 | | Manual of Mental Disorders, 5th Edition (DSM-5), or a subsequent |
---|
16 | 16 | | edition adopted by rule by the executive commissioner. |
---|
17 | 17 | | (b) The executive commissioner shall develop and the |
---|
18 | 18 | | department shall implement a five-year strategic plan to improve |
---|
19 | 19 | | access to postpartum depression screening, referral, treatment, |
---|
20 | 20 | | and support services. Not later than September 1 of the last fiscal |
---|
21 | 21 | | year in each five-year period, the executive commissioner shall |
---|
22 | 22 | | develop a new strategic plan for the next five fiscal years |
---|
23 | 23 | | beginning with the following fiscal year. |
---|
24 | 24 | | (c) The strategic plan required under this section must |
---|
25 | 25 | | provide strategies to: |
---|
26 | 26 | | (1) increase awareness among state-administered |
---|
27 | 27 | | program providers who may serve women who are at risk of or are |
---|
28 | 28 | | experiencing postpartum depression about the prevalence and |
---|
29 | 29 | | effects of postpartum depression on outcomes for women and |
---|
30 | 30 | | children; |
---|
31 | 31 | | (2) establish a referral network of community-based |
---|
32 | 32 | | mental health providers and support services addressing postpartum |
---|
33 | 33 | | depression; |
---|
34 | 34 | | (3) increase women's access to formal and informal |
---|
35 | 35 | | peer support services, including access to certified peer |
---|
36 | 36 | | specialists who have received additional training related to |
---|
37 | 37 | | postpartum depression; |
---|
38 | 38 | | (4) raise public awareness of and reduce the stigma |
---|
39 | 39 | | related to postpartum depression; and |
---|
40 | 40 | | (5) leverage sources of funding to support existing |
---|
41 | 41 | | community-based postpartum depression screening, referral, |
---|
42 | 42 | | treatment, and support services. |
---|
43 | 43 | | (d) The executive commissioner shall coordinate with the |
---|
44 | 44 | | statewide health coordinating council, the office of mental health |
---|
45 | 45 | | coordination, and the statewide behavioral health coordinating |
---|
46 | 46 | | council in developing the strategic plan under this section. |
---|
47 | 47 | | (e) The executive commissioner shall update annually the |
---|
48 | 48 | | strategic plan developed under this section. |
---|
49 | 49 | | SECTION 2. Not later than September 1, 2018, the executive |
---|
50 | 50 | | commissioner of the Health and Human Services Commission shall |
---|
51 | 51 | | develop the initial strategic plan required by Section 32.046, |
---|
52 | 52 | | Health and Safety Code, as added by this Act. |
---|
53 | 53 | | SECTION 3. This Act takes effect immediately if it receives |
---|
54 | 54 | | a vote of two-thirds of all the members elected to each house, as |
---|
55 | 55 | | provided by Section 39, Article III, Texas Constitution. If this |
---|
56 | 56 | | Act does not receive the vote necessary for immediate effect, this |
---|
57 | 57 | | Act takes effect December 1, 2017. |
